File Note: The application of the industry was examined in light of the observations of the higher authorities, wherein it was observed that the value of Gross Fixed Assets had increased from Rs. 745.837 crore to Rs. 925.893 crore, including an increase in the value of freehold land as well as Plant & Machinery. Accordingly, clarification along with documentary evidence was sought from the industry. In response, the industry has submitted a reply dated 17.03.2026 along with relevant documents, wherein the following has been stated: 1. The industry has submitted an undertaking dated 17.03.2026 along with a comparison statement explaining the increase in the value of freehold land. It has been stated that the increase is due to revision of land rates, revaluation of assets, and purchase of additional land (including land parcel at New Delhi for office building purposes). Accordingly, the total Gross Fixed Assets now stand at Rs. 182.79 crore as per the latest CA certificate submitted with the application. (copy of undertaking attached). 2. Further, there has been an increase in the value of Plant & Machinery from Rs. 54,213.38 lakh (as on 31.03.2023) to Rs. 54,459.88 lakh (as on 05.01.2026). The industry has submitted details of acquisition/purchase of machinery, indicating an increase of approximately Rs. 246.50 lakh (copy attached). 3. The industry has also submitted an Aks Shajra plan, indicating the existing boundary wall and additional land purchased after 31.03.2023 (copy attached). Keeping in view of above and in continuation of note dated 06.03.2026, may if approved, it is recommended that renewal of consent to operate under Water Act, 1974 & the Air Act, 1981, may please be granted to the industry for the manufacturing of Terry Towels @ 100 MTD & Dyed Yarn @ 20 MTD by using Cotton Yarn @ 129 MTD & Processing Chemicals @ 65 MTD, as raw material for the period of five years valid up to 31/03/2031 with subject to suitable conditions mentioned alongwith following specific conditions: - 1. The industry shall operate & maintain its ETP regularly and efficiently, so as to achieve the prescribed effluent standards on regular basis. 2. The industry shall maintain records of ETP operation with respect to flow and energy consumption on regular basis. 3. The industry shall operate the RO plant along with MEE and ATFD regularly and shall maintain the record of its operation on regular basis. 4. . The industry shall ensure that no public nuisance shall be created from the operation of the unit in the area 5. The industry shall discharge its domestic effluent onto land for plantation after treatment through Sewage Treatment Plant (STP) of sister concern M/s Trident Limited (PCD) 6. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water and submit the same at Regional Office, Barnala, if need be. 7. The industry will ensure periodically monitoring of top soil quality viz-a-viz all parameters prescribed for healthy soil by the National approved institute/ agency and will submit 6 monthly report to the Board w.r.t soil quality in the plantation area till validity of this consent. 8. The industry shall not dispose off its treated/ untreated effluent in an unauthorized manner. 9. The industry shall utilize its treated effluent onto land for plantation purposes in scientific manner, so as to avoid any stagnation. 10. The industry shall plant trees wherever space is available inside and outside the unit. 11. The industry shall not undertake expansion without obtaining approval from the Board. 12. The industry shall comply with zoning regulations of Master Plan of Barnala and shall be bound to shift its unit in case the site falls in non-confirming land use zone of master plan. 13. The industry shall develop the vermin composting/composting to manage the biodegradable solid waste. The industry shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. 14. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 15. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 16. The industry shall comply with all the instructions / directions issued or to be issued in future by PPCB/ CPCB for the betterment of environment in the area. 17. The industry shall not add any additional air pollution process without obtaining prior written permission of the Board. 18. The industry shall not increase its production capacity without obtaining prior written permission of the Board.
