File Note: It is submitted that the hospital has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for hospital @ 30 beds. The hospital has deposited Rs. 18,000/- (including Rs. 2000/- as NOC fee) vide Receipt No. 293937595 dated 10/03/2026 as consent fee under Water Act, 1974, Rs 16,500/- (including Rs. 500/- as application form fee) vide Receipt No. 55971925 dated 10/03/2026 as consent fee under Air (Prevention & Control of Pollution) Act, 1981, which is adequate up to 30/06/2031 under both Acts. 1. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 30 no. beds, valid upto 18.02.2031 2. The hospital has submitted location plan and Annexure-1 etc. 3. The hospital has submitted a receipt issued from Municipal Corporation, Amritsar regarding sewerage charges which shows that the sewer of the hospital is attached with the sewer of MC, Amritsar. The Hospital was visited by Er. Sukhmani Singh, AEE on 17/03/2026 and observed as under: - 1. The Hospital comprising of 30 beds and is engaged in providing medical health services. 2. The HCF has provided 02 no. OT (01 no. modern & 01 no. semi modern), 01 no. Lab, 02 no. OPDs, 01 no. emergency ward and 01 no. general ICU. 3. The effluent generated from lab and OT was being treated with 1% hypochlorite solution and then discharged into MC sewer. 4. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes. 5. The HCF has provided needle destroyer for shredding of needles. 6. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 7. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 8. No Bio-Medical Waste found mixed with general waste. 9. The hospital has installed one no. D.G. set of capacity 140 KVA which is fitted with canopy and stack of adequate height. The hospital falls at Mall Road, Amritsar within MC limit of MC, Amritsar. Further MC, Amritsar has installed sewerage treatment plant for treatment of domestic effluent of the city. Further as per Office Order no. 379 dated 27.10.2023 the HCF upto 30 bedded having sewer connection with MC sewer with STP at terminal end shall grant consents/authorization of the Board without installing STP as interim arrangement subject to condition that the HCF shall comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste Management Rules, 2016. Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/06/2031 with suitable terms & conditions along with special conditions that: - 1. The hospital shall get effluent sample (combined liquid and domestic effluent) analyzed from the Board’s Lab within 01 month. 2. The hospital shall renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
