File Note:  It is submitted that the project proponent has applied for obtaining consent to establish/NOC for the establishment of Residential Colony under the name & style of 'S.R. Enclave Phase-2 Developed by S.M. Developers' for the establishment of Residential colony in an area of 8.614 acres having 103 no. Residential Plots through OCMMS on 22.02.2026……………….  The PP has submitted copy of the approved layout plan by Additional Deputy Commissioner, Bathinda as per which Residential plots @ 103 no. will be developed in the 8.614 Acres. The PP has proposed to provide 1674.84 SQM of green area in the project……………………..  As per the approved layout plan, total salable area of all 103 plots is 18007.49 sqm and area reserved for EWS is 1743.08 sqm, considering the FAR of 2.1, total built up area shall remain 19750.57 *2.1 = 41476.197 sqm, which is less than 1,50,000 sqm. As such the project is not covered under EIA notification 2006……………….  The PP has submitted License to Develop a Residential Colony "S R Enclave Phase-2" by M/S S M Developers, SCO-19, 3 R Gingla Enclave, Bye Pass Road, Rampura Phul, at Rampura Phul, Distt. Bathinda issued by ADC (UD), Bathinda vide no. 410 dt. 19.09.2025..  The PP has submitted Feasibility report mentioning generation of domestic effluent @ 196 KLD and has proposed to install STP of capacity 200 KLD for the treatment of domestic effluent, which is adequate in principle……………………  The project proponent has proposed to utilize part of the treated effluent i.e. 85 KLD for flushing by providing dual plumbing, 25 KLD Onto land for plantation in an area of 1674.84 Sqm i.e. 0.413 acres and 86 KLD into MC sewer after treatment in STP……………………  The PP has submitted Grant of Permission for Connection of Water Supply & Sewer- Line of Residential Colony "'S.R. Enclave Phase-2" with existing Municipal Water Supply & Sewerage line" from MC, Rampura Phul vide no. 2660 dt. 26.11.2025…………………  The project proponent has proposed to install compost pits for the in-house management of wet waste and has proposed to lift dry waste to the authorized vender of MC…………….  The site of the project was visited by officer of the Board on 06.03.2026 and it was observed as under: - 1. PP has made boundary wall and secured the land of the colony……….. 2. The distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under: Sr. No. Type of Industrial unit Required distance as per siting criteria 1. Poultry Farm 500 m 8. Jaggery Unit 200 m 3. There is no drain, river, eco-sensitive structure within 500 mtr boundary of the project site. Further, there is no air pollution industry within the 100 mtrs of the project……………. 4. The site is complying with general siting criteria as per policy dated 30.04.2013 and specific sitting guidelines as per the Department of Science, Technology, Environment, Government of Punjab notification no. 3/6/07/STE(4)/2274 dated 25.07.2008.  Further, Regional Office has also clarified that there is no MAH industry within 250-meter radius of the proposed colony. Hence, site of the colony is suitable for the establishment. The plantation area i.e. 1674.84 sqm, has been already earmarked in the approved site plan Therefore, no details of Khasra No. is required separately. The plantation is proposed to be develop as parks as well as gardening area. Yes, the plantation area of 1674.84 sqm forms part of the approved layout plan issued by the competent authority. Copy of the approved building plan with highlighted green area is enclosed herewith. The plantation area of 1674.84 sqm and additional plantation area proposed to be provided along the road side is principally adequate to manage quantum of discharge.  Regional Office has reported that site of the colony is suitable for the establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981.  In view of above and recommendation of RO, if approved, consent to establish/NOC for establishment of Residential Colony under the name & style of 'S.R. Enclave Phase-2 Developed by S.M. Developers' for discharge of 85 KLD through dual plumbing, 25 KLD into green area and 86 KLD into MC sewer the establishment of Residential colony in an area of 8.614 acres having 103 no. Residential Plots may be granted to the project proponent with validity for 1 year, with suitable conditions alongwith following special conditions: - 1. The Consent to Establish (NOC) is being granted for development of the Residential Colony over an area of 8.614 acres having 103 no. Residential Plots. In case any document submitted by the project proponent is found to be forged or incorrect, the Consent to Establish granted shall be deemed cancelled and the Board shall not be responsible for any cost incurred by the project proponent. 2. The project proponent shall not use fresh water for green belt or plantation within the project premises and shall make adequate arrangements for reuse of treated effluent through dual plumbing for flushing and irrigation of green areas within the premises. Surplus treated effluent, if any, shall be discharged into the Municipal Corporation sewer strictly as per permission granted by MC, Rampura Phul vide letter no. 2660 dt. 26.11.2025. 3. The project proponent shall ensure reuse of treated wastewater within the project premises through dual plumbing system for flushing purposes and for plantation/green area development. Fresh water shall not be used for green belt or plantation within the project premises. 4. The project proponent shall utilize approximately 85 KLD treated wastewater for flushing and the remaining treated wastewater of 25 KLD for plantation/green area development within the project premises and shall ensure that no treated or untreated wastewater is discharged outside the premises without prior approval of the Board. 5. The project proponent shall not abstract or utilize groundwater for any purpose without obtaining prior permission/NOC from the Central Ground Water Authority (CGWA), Punjab Water Regulation Authority or any other competent authority, as applicable from time to time. 6. The project proponent shall install and commission the Sewage Treatment Plant (STP) of adequate capacity as proposed prior to occupation/commissioning of the colony or any part thereof and shall ensure its proper operation at all times. 7. Discharge of treated effluent into the Municipal Council sewer shall be subject to compliance with all conditions imposed by Municipal Council, Rampura Phul and availability of adequate carrying and treatment capacity of the sewerage network. 8. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains below the threshold prescribed under the EIA Notification dated 14.09.2006. In case the total built-up area exceeds 1,50,000 sq. m. or the built-up area of any individual plot exceeds 20,000 sq. m., prior Environmental Clearance shall be obtained before undertaking further construction activities. 9. The project proponent shall obtain Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 from the Punjab Pollution Control Board prior to occupation or operation of the colony or any part thereof. 10. The project proponent shall provide necessary monitoring arrangements including online monitoring systems, wherever applicable as per directions/guidelines issued by CPCB/PPCB from time to time, for monitoring the performance of the Sewage Treatment Plant and compliance of discharge standards. 11. The project proponent shall ensure that municipal solid waste generated from the colony is handled in an environmentally sound manner in compliance with the Solid Waste Management Rules, 2016 and applicable provisions relating to bulk waste generators under the Solid Waste Management Rules, 2026 (effective from 01.04.2026). 12. The project proponent shall install an organic composter or equivalent in-house facility for management of biodegradable solid waste and shall not throw, burn or bury any solid waste in open areas, outside the premises or in drains or water bodies. 13. The project proponent shall undertake Corporate Environmental Responsibility (CER) activities including awareness programmes for environmental protection and promotion of environmentally sustainable practices. 14. The project proponent shall ensure strict prohibition on use of single-use plastic and thermocol disposable items such as water bottles, pouches, cups, plates, forks, spoons, straws and decorative materials made of plastic, thermocol or any other non-biodegradable material within the project premises. 15. This Consent to Establish is issued from the pollution control angle only. The project proponent shall obtain all other statutory clearances and permissions from the concerned departments, as required under applicable laws. Competency: SEE(B)
