Subject: Application for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 – M/s LONDON STREET, Near Reliance Store, Bir Bahadurgarh and Kasba urf Rurki, Distt. Patiala.

• The subject cited establishment was earlier granted Consent to Establish vide no. CTE/Fresh/PTA/2022/18812418 dated 28/10/2022, valid upto 21/09/2023 (extended upto 05.12.2025) for establishment of Commercial Project in total land area of 16026.12 sqm & having max. built-up area of 43105.4 sqm under orange category subject to certain conditions as mentioned therein.
• Now, the project proponent has applied for obtaining fresh consents to operate under the Water Act, 1974 the Air Act, 1981 for establishment of Commercial project in total land area of 16026.12 sqm having max. built-up area as 43105.4 sqm under orange category with requisite documents.
• The project proponent has deposited Rs. 292000/- vide online receipt no. 205997026 dated 07.01.2026 as water consent fee and Rs. 282000/- vide R. No. 686271043 dated 07.01.2026 as air consent fee against the fixed value of Rs. 48.77 cr as on 05.01.2026 as per CA certificate dated 05.01.2026, which is adequate upto 30.09.2030.
• The project proponent has submitted compliance report of the conditions of the Consent to Establish earlier granted to it.
• The proponent has also submitted building plan approved by Senior Town Planner, Patiala vide letter no. 2234CTP(PB)CC-13 dated 16.05.2022.
• Accordingly, the unit was visited by the officer of this office on 18.03.2026 and it was observed as under:
1. The project proponent has completed construction work as per approved layout and around approx. 10-12 numbers shops cum showroom are giving services to the public.
2. The public washrooms / toilets have been constructed. The effluent generated from the toilet section is being discharged onto land for plantation after treatment through STP of capacity 100 KLD for consisting of biological treatment. The project proponent has also submitted completed certificate, which is attached in the documents. During visit, the sampling could not be collected due to low discharged coming to the outlet of STP.
3. The project proponent has provided plantation area of around 19512 sqm for the treatment of entire treated domestic effluent. It has now provided dual plumbing for reuse of treated effluent for flushing purposes. The earlier observed violations were removed and now the project proponent has made certain amendments to comply with the environmental laws.
4. The project proponent has installed a DG set of capacity 500 KVA, which is equipped with canopy and stack of adequate height.
5. The project proponent has provided separate bins for collection of solid waste. Dry waste and wet waste is being collected in different bins and same has been lifted by M/s Hari Bhari Pvt. Ltd., for lifting and its further disposal.
6. The project proponent has submitted copy of EC conditions compliance report and same has been verified and found in order.
Therefore, the unit is complying with the conditions of consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 and EC conditions granted to it.
In view of the above facts; if approved, recommendations may be sent to SEE(ZO-1), Patiala fresh consent granted of consent to operate under the Water Act, 1974 and the Air Act, 1981 upto 30.09.2030 with suitable conditions as per policy of the Board.
