File Note: Vee Aar Wires Industries  It is submitted that directions u/s 33-A of the Water Act, 1974 to the industry for its closure alongwith PSPCL authorities were directed to disconnect the electric supply available with the industry vide letter no. 109 & 110 dated 14.01.2026, respectively.  Regional office vide letter no. 127 dated 19.01.2026 also issued the letter in reference of the directions for disconnection of electricity and DG set of the industry has also been sealed……………  Now, the industry has applied for fresh Consents to Operate under the Water Act, 1974 and Air Act, 1981 manufacturing of MIG Welding Wire @ 3 TPD using 5.5 mm Wire rod @ 3 TPD, Powder/wire lubricant @ 5 Kgs/day, Wet lubricant @ 6 Kgs/day, Sulphuric Acid @ 450 Liter/day as raw material through OCMMS on 05.03.2026……….  The industry has submitted the copy of CLU duly approved by Senior Town Planner, Patiala vide no. 1743 – STP(P) SP-327 dated 02.07.2021 as pe which the site falls in Industrial Land Use Zone of Notified Master Plan, Mansa. As per Zoning Regulations of Master Plan, Mansa this unit is permissible in this Land Use Zone……………  The industry has submitted the approved building plan from Competent person, approved under Punjab Factories Act……………..  The industry is using sulphuric acid as a cleaning agent and the effluent generated form the same is collected in pacca underground tank of capacity @ 26000 litre. The effluent is generated from pickling of wire and has made agreement with M/S Fertichem Plant Shakti Agro Pvt Ltd, Village- Raiyan, Ludhiana for the lifting of waste water generated due to pickling of wires. The industry was installing the wet scrubber as APCD along with adequate stack height to control the fumes generated during the process.  Regional Office has reported that the industry has not been in operation since the Board’s directions of the competent authority vide no. 110 dated 14.01.2026. The industry has also submitted an undertaking regarding the same. Therefore, no effluent is generated since 14.01.2026 and no effluent was observed stored in collection tanks during visit dated 03.03.2026.  The industry has installed the following machinery at the unit: OTO Type Wire Drawing Machine (Dry wire drawing Machine) - Wet wire drawing Machine - Pickling tank & Copper coating machine> Layer winding machine.  The date commissioning as per the electricity bill is 30.05.2025. During the visit dated 18.12.2025 no responsible person is present and as per information given the date of commissioning 2022. Therefore, the actual date of commissioning is 30.05.2025.  The industry is not in operation since the Board’s directions of the competent authority vide no. 110 dated 14.01.2026 and has installed water meter on its supply and no stagnant effluent was observed inside and outside in the premises of the industry.  The industry has submitted an undertaking that it will renew the agreement with M/s Fertichem Plant Shakti Agro Pvt. Ltd. before the expiry.  The Board has also issued Direction’s u/s 33-A of the Water Act, 1974 to the PSPCL vide no. 112 dated 14.01.2026 to disconnect the supply of electricity to the industry. Thereafter, Regional office vide letter no. 127 dated 19.01.2026 also issued the letter in reference of the directions for disconnection of electricity. Moreover, the SDO, PSPCL Sh. Gurbaksah Singh, (96461-14550) was also contacted telephonically but not response has been received so far. In view of the above, the following is recommended: A. A Bank Guarantee of Rs. 1.0 lakh may be imposed on the industry as an assurance for compliance with environmental laws and to ensure that no treated or untreated effluent is discharged onto land, thereby preventing water stagnation and contamination of groundwater. B. Directions under Section 33-A of the Water (Prevention and Control of Pollution) Act, 1974 may be issued to PSPCL authorities for restoration of the electricity connection to the industry for a period of six months. C. Upon submission of the Bank Guarantee by the industry at the Regional Office, Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted for a period of six months, subject to the following special conditions: i. The industry shall maintain a daily record of total water consumption vis-à-vis effluent generated/lifted and submit the same to the Regional Office on a monthly basis. ii. The industry shall get stack emission samples of the APCD analyzed from the Board’s laboratory within one month. The industry shall also install an energy meter and maintain records, which shall be made available to the Board officials during inspection. iii. The industry shall ensure that the effluent generated is lifted by an authorized recycler approved by the Board and shall renew the agreement before its expiry. iv. The industry shall establish an in-house laboratory for onsite testing of chemicals used in the pickling process. v. The industry shall not discharge any effluent, treated or untreated, outside the premises or onto land, including for plantation purposes. vi. The industry shall comply with the terms and conditions of the CLU granted vide letter no. 1743 – STP(P) SP-327 dated 02.07.2021. Competency: 1. Senior Environmental Engineer (Red/Small) 2.
