File Note: The health care facility namely M/s New Shyam Narayan Hospital, Jalalabad Road, Sri Muktsar Sahib has obtained the authorization under Bio Medical Waste Management Rules, 2016 vide no. BMW/Fresh/MKS/2026/30662354 dated 28/01/2026, valid up to 31/12/2026 with suitable conditions for operation of 30 bedded hospital……….  Now, the health care facility has applied to obtain the consents of the board through OCMMS under the Water Act, 1974 & the Air Act, 1981 for operation of 30 bedded hospital………………..  Details of case are as under:……………..  The HCF has submitted the PSPCL electricity bill as a proof of commissioning indicating the connection date as 28/11/2019, which may be considered as valid proof of commissioning.……….  The HCF has submitted CA certificate showing value of gross fixed assets including Land, Building, Plant & Machinery value of Rs. 252.99 lacs as on 31.03.2025………...  The HCF has deposited Rs. 24,000/- as consent fee under the Water Act, 1974 and the Air Act, 1981 respectively, through online mode vide Receipt No. 430836728 and 436515634 dated 24.02.2026, after deducting the NOC regularization fee of Rs. 2,000/- (Rs. 1,000/- each from the fee submitted under the Water Act, 1974 and the Air Act, 1981). The consent fee is valid up to 31.03.2031………...  The HCF has submitted in the application form that the effluent generated within the hospital premises is discharged into the MC sewer after treatment through a septic tank and has also submitted sewer bills issued by the local body in support of the same………..  The HCF has submitted a copy of the approved building plan from the Municipal Council, Sri Muktsar Sahib vide no. 7235 dated 14.08.2024.  The HCF has also made a self-declaration mentioning Dr. Sunil Bansal as the sole proprietor of the hospital, operating with 30 bed capacity………  The HCF has submitted a completion certificate regarding installation of ETP with capacity of 15 KLD to treat the effluent generated from the hospital premises………  The HCF has submitted a self-declaration stating that it has developed a plantation area of approximately 40 ft × 150 ft (about 2 Kanals) within its premises, highlighted in green on the approved building plan, to discharge treated effluent onto this plantation area……….  The health care facility was visited by the officer of this office on 13/03/2026 and it was observed as under:...... 1. The hospital was in operation with 30 no. bed capacity. 2. The hospital has installed an ETP-cum-STP of 15 KLD capacity within its premises, with provision for discharge of treated effluent into the city sewer. The system was found to be in serviceable condition, however, no samples could be collected at the time of inspection due to the absence of effluent at the outlet. 3. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste Management Rules, 2016. 4. The HCF was segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding during the visit. 5. The hospital was cutting catheters / tubing to avoid its reuse. 6. The hospital has stored the needles & sharps in white (translucent) container and has provided needle shredder / cutter for shredding of used needles, same found operational. 7. Non-Polychlorinated bags were used at all Bio Medical waste generation points & bar code stickers were pasted on these bags before lifting them off to the CBMWTF. 8. The hospital has made provision for treatment / disinfection of liquid Bio waste category and sharps with 1-2% sodium hypochlorite solution. 9. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. 10. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca with lock & key arrangement. 11. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. 12. The hospital has installed 02 no. DG Sets having capacity 125 KVA and 25 KVA with canopy and adequate stack height. 13. The hospital is having valid agreement with CBMWTF @ 30 Beds, which was valid up to 08/01/2027……………..  Thus, the HCF is complying with the provisions of the Water Act, 1974 and the Air Act, 1981…………………  In view of above, the HCF may be granted consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of hospital with 30 no. bed capacity for period up to 31.03.2031 with applicable conditions and special conditions as under: -………………. 1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 3. The HCF shall comply with the provisions of the Water Act, 1974 & Air Act, 1981 all the time. 4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any. 5. The HCF shall provide an Electromagnetic Flow Meter (EMF) and energy meter for the ETP-cum-STP and shall maintain proper operational records, including daily flow, power consumption, and hours of operation, which shall be produced to the Board as and when required. 6. The HCF shall also submit the analysis report of its treated effluent sample from NABL/Board lab within One month. {COMPETENCY – ENVIRONMENTAL ENGINEER}
