It is submitted that the service station is small scale orange category unit. Earlier, the unit was granted consent to Establish (NOC) vide no. CTE/Fresh/LDH1/2026/31049806 dated 02.03.2026 valid up to 01.03.2027 under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for setting up a unit for washing of cars @ 25 Numbers/day and service of cars @ 15 Numbers/day with discharge of Trade Effluent @ 8.0 KLD Into Sewer after treatment through ETP and Domestic Effluent @ 1.5 directly discharge into the Sewer along with special condition that
1. The service station shall obtain HWM authorization for category 5.1,5.2,21.2 & 35.3 before commissioning the unit.
2. This NOC is being accorded in terms of Office Order dated 23.09.2022, whereby garment washing units and service stations are permitted to discharge their effluent into the MC sewer, Ludhiana, subject to compliance with prescribed condition.
Now, the unit has applied for fresh consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 for Washing of Cars @ 25 Numbers/Day and Service of Cars @ 15 Numbers/Day with discharge of Trade Effluent @ 8.0 KLD Into Sewer after treatment through ETP and Domestic Effluent @ 1.5 directly discharge into the Sewer.
The industry has submitted online application form, uploaded Latest CA certificate, site suitability certificate, site plan location plan, Lease deed.
The industry has deposited the fee of Rs. 28700/- vide no. 349850222 dated 09.03.2026 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 28000/- vide no. 479518383 dated 09.03.2026 under Air (Prevention & Control of Pollution) Act, 1981 which is adequate up to 08.03.2027.
The site of the proposed project was visited by Er. Gurvinder Singh, AEE on 11.03.2026 and detail of the same is as under:
1. The unit was not in operation at the time of visit and shall be engaged in the washing and servicing of cars.
2. The unit has installed the ETP of capacity 10 KLD whose components are as under: Bar Screen, Oil & greases tank, Oil skimmer, equalization tank, Reaction tanks, Compact Clarifier, Activated Carbon filter, Dual Media filter, Sludge drying beds. The treated trade effluent shall be discharged into the sewer after treatment through the ETP.
3. The industry has installed 1 no. electric paint booth properly closed along with the chimney of adequate stack height.
4. The industry has installed one D.G set of capacity 140 KVA with adequate stack height and provided with canopy.
5. The industry has applied for the Authorization of Hazardous Waste through OCMMS, Which shall be processed separately on merits.
6. The proposed site falls at G.T. Road, Sherpur Kalan, Giaspura, Ludhiana.
7. The industry has submitted DTP certificate bearing no. 35 dated 05.01.2026, which mentioned that the industry falls under the Industrial Zone as per the Master Plan Ludhiana. The site is suitable for such types of establishments as per principal approval issued by the DTP bearing no. 35 dated 05.01.2026.
In view of the above it is recommended that the Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30.09.2026 subject to suitable terms and condition. (Competency: Senior Environmental Engineer).
