File Note: Sir, in response to note of EE (CETP) on 18.02.2026, the sample results collected on 28.01.2026 are as follows. The CETP has failed to meet the prescribed standards. On 06.02.2026, a complaint was received regarding non operation of CETP and discharge of its effluent on the road just adjoining to the CETP. The details of the visit report have been given in the note of EE on 09.02.2026 and results of the sample collected are also report below. For the samples of 28.01.2026, CETP was found to be not meeting stringent prescribed standards for TSS, TDS, BoD, COD, Oil & Grease, SAR. The CETP has also failed to meet MoEF&CC parameters for TDS, COD, BoD, SAR. The OCEMS reading during the visit showed TSS as 3.3 mg/l, BoD as 10.7 mg/l, pH as 7.45 and COD as 88.3 mg/l which shows a mismatch from actual values. For the samples collected on 06.02.2026, the parameters are beyond both stringent and MoEF&CC parameters however it was not 100% certain whether the effluent was disposed by CETP or not (The Photographs of the visit are attached). AEE Gurvinder Singh in its note on 06.02.2026 has conveyed non-compliance of the decisions of personal hearing dated 02.12.2025. Moreover, The CETP has filed new Appeal No. 3/2026 in Hon'ble NGT along with I.A. 34/2026 against Board's imposition of EC of Rs. 69,00,000/- dated 18.09.2025 for the period of 19.09.2024 to 06.05.2025. The matter is listed on 23.04.2026. Due to non compliance of CETP with the earlier directions, non-adherence of standards it is recommended that Consent to operate be refused with final opportunity of personal hearing before the worthy Chairperson of the Board.
