The industry is a large scale orange category spinning mill and was earlier granted "Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH1/2025/28421330 Date of issue : 05/06/2025 Date of expiry : 04/06/2026 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2023/21168091 Date of issue : 03/04/2023 Date of expiry : 31/03/2026 for production of (product) COTTON YARN/POLYSTER COTTON @ 130 Metric Tonnes/Day, (by product) COTTON YARN /POLYSTER COTTON @ 45 Metric Tonnes/Day by using (raw material) COTTON/POLYSTER COTTON @ 175 Metric Tonnes/Day.
The Industry was visited by EE Rantej Sharma and AEE Gurwinder Singh on 22.12.2025 as part of protocol visit and during the visit it was observed as under: 1. The industry is a spinning mill and was in operation during visit. 2. The industry has installed 03 STPs comprising of 300 KL, 150 KL and 150 KL capacity each. 01 STP of capacity 300 KL comprises of the collection tank, Aeration Tank, settling tank and filtration unit & 02 STP’s of capacity 150 KL each comprises of collection tank, Aeration Tank, filtration unit and final outlet. The outlet of these three STPs is common. 3. The industry has already developed approx. 08 Acre land as per Karnal Technology for disposal of its domestic effluent after treatment. 4. There is no source of trade effluent generation & only domestic effluent is being generated which is discharged onto land for plantation after Sewage Treatment Plant. 5. The industry has installed 12 D.G. sets of capacity 1500 KVA & 08 DG sets of capacity 1250 KVA with canopies & adequate stack height. 6. The Industry has been granted Authorization for 'Collection, Storage, Disposal, ' of Hazardous Wastes as per the Hazardous and Other Wastes (Management and transboundary Movement) Rules, 2016 vide no. HWM/RENEWAL/LDH1/2021/15085990 dated 21/09/2023 valid up to 20/09/2028 for category Schedule I 5.1-Used or spent oil @ 6 KLA, 5.2-Wastes or residues containing oil @ 1.8 T/Annum, 3.3-Sludge and filters contaminated with oil @ 0.804 T/Annum, 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes @ 120 Number/Annum and 33.2-Contaminated cotton rags or other cleaning materials 0.156 T/Annum. 7. The Industry has installed rotary air filters connected to floor suction points for control of process emissions. 8. During the visit, samples were collected from STP outlet and results of the same have been received in the regional office on 29.01.2026. The sample results reveals pH as 7.7, TSS as 88 mg/l, BoD as 38 mg/l and O & G as 6.9 mg/l. As per the analysis results the standards achieved are within the prescribed limit of the Board
Now, the industry has applied for renewal of ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of (product) COTTON YARN/POLYSTER COTTON @ 130 Metric Tonnes/Day, (by product) COTTON YARN /POLYSTER COTTON @ 45 Metric Tonnes/Day by using (raw material) COTTON/POLYSTER COTTON @ 175 Metric Tonnes/Day.
The industry was visited by Er. Nitish Pushkarna, AEE on 12.03.2026 and it was observed as under:- 1. The industry is a spinning mill and was in operation during visit. 2. The industry has installed 03 STPs comprising of 300 KL, 150 KL and 150 KL capacity each. 01 STP of capacity 300 KL comprises of the collection tank, Aeration Tank, settling tank and filtration unit & 02 STP’s of capacity 150 KL each comprises of collection tank, Aeration Tank, filtration unit and final outlet. The outlet of these three STPs is common. The industry is also maintaining STP log book and sludge generation record which were furnished during the visit and found to be in order 3. The industry has already developed approx. 08 Acre land as per Karnal Technology for disposal of its domestic effluent after treatment. 4. There is no source of trade effluent generation & only domestic effluent is being generated which is discharged onto land for plantation after Sewage Treatment Plant. 5. The industry has installed 12 D.G. sets of capacity 1500 KVA & 08 DG sets of capacity 1250 KVA with canopies & adequate stack height. 6. There has been no change in the production capacity. The plant continues to operate at its existing capacity. The industry modernized its existing machinery to enhance product quality and to reduce power consumption. 7. The industry has submitted the compliance of previous consents in annotated form and was found complying during the visit accordingly.
In view of above, it is recommended that Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.09.2031 with suitable terms and conditions, please.
