It is submitted that the industry a medium scale orange category unit and was granted ‘consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2025/27851804 dated 17/02/2025 valid upto 30/09/2029 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2025/27851753 dated 17/02/2025 valid upto 16/02/2026.
Now, the industry has applied for varied 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS. The industry has already deposited Rs. 131300/- vide e-R no. 200631225 dated 06/02/2025 and Rs. 26400/- vide e-R no. 377299030 dated 03/03/2026 under Air Act, 1981 & Rs. 10800/- vide UTR No. 868896790 dated 16.03.2026 as NOC regularization fee consent fee against the undepreciated value of Rs. 1600.95 Lacs as on 31.01.2026 as per CA certificate dated 21.02.2026, which is adequate upto 30.09.2029 under the both acts as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee.
Accordingly, the industry was visited by the Er. Sandeep Kumar, EE and Er. Dharatveer Singh, AEE on 17/03/2026. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. The industry has installed 1 no. induction furnace with 3 no. crucibles of capacities 150 kg/heat, 300 kg/heat and 500 kg/heat equipped with top hood (150 kg crucible is provided with a dedicated fixed top suction hood and the 300 kg and 500 kg crucible are provided with a common movable top suction hood capable to capture the process emissions generated from the crucible) followed by wet scrubber and bag house filter as APCD as per design of PSCST, Chandigarh and stack of adequate height and with proper sampling arrangements. The industry has made arrangements that only one crucible would be operated at a time. The industry is complying with the SOP prescribed for the Operation of Induction Furnace.
3. The air emission samples were collected on 11.03.2025 from the porthole on the stack after APCD for the induction furnace and as per sample analysis results the concentration of PM is 29 mg/NM3 which is within the prescribed limits.
4. The industry has submitted adequacy certificate from PSCST, Chandigarh for APCD of induction furnaces of capacities 150 kg/heat 300 kg/heat and 500 kg/heat vide no. PSCST, Chandigarh/TFD/306 dated 23/12/2024.
5. It has installed 1 no. LPG fired Shell baking furnace with stack of adequate height, 1 no. LPG fired dewaxing machine with adequate stack height and sampling arrangements, 2 no. shot blasting machines with separate inbuilt bag filter as APCD of stack of adequate height and sampling arrangements, 1 no. electricity powered Hot plate with stack of adequate height, , 1 no. Aluminum melting machine of capacity 200 kgs/heat and 1 no. Brass melting machine of capacity 150 kgs/heat with common bag filter as APCD and both with common stack of adequate height and sampling arrangements and Electricity powered steam dewaxing machine. The industry has applied for varied consent to operate under Air Act 1981 as it has added 1 No LDO fired Shell baking Furnace
6. The industry has installed 2 no. DG sets of capacities 250 KVA and 62.5 KVA equipped with canopies and adequate stack heights.
7. Domestic effluent generated by the industry is being discharged into MC sewer after treated in septic tank.
8. The industry has submitted building plans approved by Er. Sukhjinder Singh, Competent person approved under the provisions of section 3-A of Punjab Factory Rules, 1952.
Site Suitability
The industry falls under industrial zone as Master Plan, Ludhiana as per ATP zone – C, Municipal Corporation, Ludhiana letter no. 46 dated 13.06.2022.
In the subject cited case, the industry has mentioned ground water extraction @ 20 KLD. Considering 25 working days per month, ground water extraction is 500 KL/month, which is more than 300 KL/month. The industry has obtained permission from PWRDA for ground water extraction vide no. PWRDA/I/04/2024/L1/366 dated 30.04.2024 valid upto 29.04.2027.
It is therefore recommended that varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2029 with suitable conditions as per policy of the Board.
