It is observed that the reply submitted by the Regional Office is not in line with the observations raised.
The Regional Office has stated that no operational schedule has been submitted by the Project Proponent; however, no efforts appear to have been made to obtain the same. Further, the reply fails to provide the expected timeline for commissioning of the plant and subsequent emission monitoring, as specifically required.
Moreover, since the plant has been reported as newly commissioned and stack emission monitoring has not yet been carried out, compliance with the prescribed emission standards has not been verified under actual operating conditions.
In view of the above, the case imay be referred back to the Regional Office with the direction to:
(i) obtain and submit the expected schedule for commissioning/operation of the plant from the Project Proponent;
(ii) conduct stack emission monitoring after stabilization of the plant; and
(iii) submit the analysis report along with confirmation of operational status for further consideration.
The Regional Office shall ensure strict compliance and submit the requisite information at the earliest.
