Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
Fresh W+A applied
The project proponent has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for setting up of a hotel @ 55 Rooms. Detail of the case are as under: -
1. The project proponent has submitted CA certificate dated 21.02.2026, which it is gross value of fixed assets of Rs. 4.50 Crore as on 31.01.2026. Accordingly, it has deposited Rs. 64800/- (including Rs. 10800/- as NOC Fee) via Receipt No. 630376917 dated 09/03/2026 as consent fee under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 54500/- (including Rs. 500/- as application fee) via Receipt No. 371170828 dated 09/03/2026 as consent fee under Air (Prevention & Control of Pollution) Act, 1981., adequate 31.03.2031 under both Acts.
2. The project proponent has submitted building plan having plot area 756.19 SQ.YDS approved by Municipal Corporation, Amritsar.
3. The project proponent has submitted land documents, lease deed, partnership deed and certificate of incorporation etc.
4. The project proponent has submitted sanction letter of sewerage connection of the hotel vide no. 235893 dated 24/10/2025 issued by Executive Officer, Urban Water & Waste Water Management Ltd.,, Amritsar.
5. As per application form, the total water consumption is 28 KLD, total wastewater generated i.e 20 KLD will be discharge into MC sewer after treatment.
6. The project proponent has submitted completion certificate of STP of capacity @ 25 KLD prepared by M/s Guru Ram Dass Construction Co., Amritsar on dated 16.02.2026 and following components of the STP are as under: -
Equalization Tank – MBBR Tank - Secondary Clarifier – Activated Carbon Filter – Multigrade Filter – Filter Feed Pump – outlet.
7. The project proponent has submitted undertaking which it is mentioned that “our hotel doesn't have any star rating at all, but while applying the consents there is no option was available to apply under "NO STAR RATING" so applied under the Category which was available and which was "(UP TO 3-STAR CATEGORY)".
The site was visited by Er. Sukhmani Singh, AEE on 13/03/2026 and observed as under:
1. The unit is a hotel and was not in operation at the time of visit.
2. The hotel comprises of 50 rooms
3. The hotel has installed STP of capacity 25 KLKD comprising Equalization Tank – MBBR Tank - Secondary Clarifier – Activated Carbon Filter – Multigrade Filter – Filter Feed Pump – outlet.
4. Treated water discharged into MC sewer.
5. The hotel has installed 02 no. D.G. Sets of capacity 250 KVA and 160 KVA, which are provided with canopy.
The hotel falls in orange category and competency to decide the case lies with Senior Environmental Engineer of the Board.
Keeping in view of above, may if approved, it is recommended that: -
The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent upto 30.09.2030 with suitable terms & conditions. |
