File Note: The project proponent has applied for fresh Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of a unit for manufacturing of plastic crates for fruits using waste plastic and plastic scrap as raw material at Village Gujja Peer, Khasra No. 117//25/1, Fatehgarh Churian Road, Ajnala, District Amritsar, and the activity falls under Orange Category (Code 152.2 – Plastic Waste Processing) as per CPCB classification. Details of the case are as under: – 1. The project proponent has submitted Brief Project Report, as per which the total gross value of fixed assets of the project is Rs. 70.80 lakh. Accordingly, the project proponent has deposited Rs. 4,100/- (including Rs. 500/- as application form fee) vide Receipt No. 230577486 dated 05.03.2026 as NOC fee, which is adequate for a period of one year. 2. The project proponent has submitted site plan and location plan showing the proposed site situated at Village Gujja Peer, Khasra No. 117//25/1, Fatehgarh Churian Road, Ajnala, District Amritsar. 3. The project proponent has submitted land documents along with rent deed, as per which the building measuring about 555.55 square yards has been taken on lease for establishment of the proposed unit. 4. The project proponent has submitted a certificate issued by the Sub Divisional Magistrate, Ajnala vide letter No. 72/AL-19 dated 10.01.2019, wherein it has been clarified that the land falling under Khasra No. 117//25/1 (inter-alia Khasra Nos. 139//3, 4 & 5) is located at a distance of approximately 980 meters from the abadi area of the village and does not fall within the Lal Lakir/Phirni limits of the village, thereby indicating that the proposed site is situated outside the village habitation limits. 5. The project proponent has submitted Brief Project Report, GST certificate, PAN card, Aadhaar card of proprietor, machinery details and manufacturing process flow sheet along with the application. 6. As per project report, the unit proposes to manufacture plastic crates for fruits using waste plastic and plastic scrap as raw material, with consumption of about 10 MT per day. The manufacturing process mainly involves sorting, shredding, drying and injection moulding followed by cooling and finishing. 7. The project proponent has proposed installation of Injection Moulding Machine along with allied equipment, and the unit is proposed to operate in single shift for about 300 working days per year employing 05 persons. 8. The project proponent has proposed that solid waste generated during the process shall be segregated and recyclable waste shall be reused/recycled, and other waste shall be disposed of through authorized recyclers as per applicable rules. The proposed site was inspected by Er. Lakhwinder Kumar, AEE on 17/03/2026, and following was observed: – 1. The proposed site is located at Village Gujja Peer, Fatehgarh Churian Road, Ajnala, District Amritsar. 2. During the visit, it was observed that the shed/building for the proposed unit has been taken on lease and installation of machinery was yet to be started. 3. The surrounding area of the proposed site construction with boundary wall. 4. The project proponent was advised to install adequate pollution control measures and comply with provisions of the Water Act, 1974 and Air Act, 1981 before commencing operations. In view of the above submissions, it is recommended that Consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for a period of one year, subject to suitable terms and conditions.
