File Note: It is intimated that the industry was granted varied of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS Nagar/2024/2405581308 dated 11.06.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/SAS Nagar/2405324319 dated 11.06.2024, both having validity upto 31.03.2026 for various raw material and products as under: Raw material: HR Coil @ 375 MTD Products: CR Coil @ 375 MTD, ERW Tube @ 350 MTD Now, the industry was applied for obtaining renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, along with requisite documents. Fee details: As per record file of the industry the previous consent is adequate upto 31.03.2024. Now, the industry has deposited Rs. 7,20,500/- vide R. No. 986932624 dated 23.02.2024 under Water Act, 1974 and Rs. 7,20,500/- vide R. No. 687954517 dated 21.02.2024 under Air Act, 1981 against the increased fixed assets of Rs. 11848.83 lakhs to Rs. 25487.6 lakhs as on 28.01.2026. Out of the above deposited fee, the fee of Rs. 2,64,000/- has been consumed from each consent application, resulting in the remaining fee of Rs. 9,13,000/- available. Further, the project proponent has paid Rs. 5,64,000/- vide UTR no RTGS ICICR42026031700540637 and vide UTR no. RTGS ICICR42026031700540638 dated 17.03.2026. Therefore, the total of Rs. 14,77,000/- fee is available of grant of ‘Consent to Operate’ under both Acts. The industry has increased assets due to revaluation amounting to Rs. 136.39 cr. which attracts the NOC regularization fee of Rs. 1,44,000/-. The remaining fee of Rs. 13,33,000/- is valid for 28 months under both Acts i.e. till 31.07.2028. Reason of the increased assets: As pr the CA Certificate submitted by the industry, the changes in investment are as under: Description CA as on 31.03.2025 (in cr.) CA as on 31.08.2023 (in cr.) Fixed assets 44.33 12.20 32.13 Further, during the CA period of 31.08.2023, the additional investment of 38.52 cr. was under progress consisting of Building (CWIP) of 2.30 cr. and Plant & Machinery of 36.21 cr. In this regard, the industry has informed that the latest CA value are very high due to asset revaluation as per latest market values, which has increased the components of Land, Building as well as Plant & Machinery. The clarification submitted by the industry is attached as under: Further, there is no increase in production from the last visit. The installed machinery is also same as of the previous consent visit. Visit: Accordingly, the proposed site of the industry was visited by the undersigned on 11.03.2026 and it was observed as under: 1. The industry was in operation and is engaged in manufacturing of ERW tubes and pipes. 2. The manufacturing process of the industry is as under: Raw Material—Pickling—Rinsing—Cutting Oil Dip—Cold Rolling— Welding/Joining — Annealing—Slitting—Quality Inspection—Final Product. 3. The industry has installed 06 no. of annealing furnaces of quantity 100 TPD each and the industry is using LPG / gas as fuel in these furnaces. 4. The industry has installed 2 no. Cold Rolling Mills of capacity 150 TPD and 300 TPD and 12 no. tube mills for manufacturing of ERW pipes. 5. The industry has one no. of pickling line which is equipped with scrubber for containment of acid mist. 6. The industry has installed ETP based on physico-chemical treatment and same was in operation at the time of visit. The ETP treated effluent is passing through Reverse Osmosis (RO) plant. RO reject is being sent to STP and RO permeate is reused in pickling process for rinsing. 7. The industry has installed one no. of oil recovery plant to recover the oil from the spent cutting oil and filter out the sludge. Further, the industry has also installed one no. of Nitrogen Production PSA Plant, which extract the nitrogen from the air without liquefaction. 8. The industry has installed STP of capacity 80 KLD for treatment of wastewater generated from labour colony quarter, canteen / mess and RO reject. The treated water is being discharged onto land for plantation developed as per Karnal Technology in 1 acre area within premises. The industry has also leased the additional 5 acres of land outside the premises for disposal of the treated STP wastewater. As per record about 60 KLD effluent is being treated daily in the STP. 9. The effluent samples were also collected during the earlier visit on dated 25.10.2025 and results obtained from Board’s lab which is reproduced as under: - Sr. no. The industry has installed one no. wood fired boiler of capacity @ 3 TPH and provided cyclone as APCD along with stack of adequate height and proper sampling platform. 11. The industry has made an agreement with M/s Nahar Spinning Mills (M&D) Unit, Lalru for lifting of spent acid which is used in ETP operations by receiving industry. The industry is maintaining the record for the same and has also obtained the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for the same. 13. The industry has installed 02 no. D.G. sets of capacities 650 KVA each, both are equipped with canopies and adequate stack heights. 14. Further, the industry has also applied for obtaining Environmental Clearance as the industry is proposing its expansion. Recommendations: In view of above, if approved, validity of ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, may be granted upto 30.06.2028 subject to suitable conditions and the following additional conditions that: 1. This renewal letter shall remain appended with the ‘Consent to Operate’ granted to the project proponent under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS Nagar/2024/2405581308 dated 11.06.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/SAS Nagar/2405324319 dated 11.06.2024, both having validity upto 31.03.2026. 2. The industry shall maintain the record of spent acid disposal to M/s Nahar Industry (M & D unit), Lalru, and shall submit the same on monthly basis with E.E., R.O., SAS Nagar by the 7th of each month. 3. The industry will not discharge its untreated/ treated effluents into any River/Drain/Choe etc, directly/ indirectly, in any circumstances. 4. The industry shall not consume any fuel for burning purpose except HSD for DG set, without prior written permission of the Board. 5. The industry will stick to the production capacity viz-a-viz discharge mentioned in this consent and will not increase the same without the prior written permission of the Board. 6. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
