The industry was visited by officer of the Board on 03.02.2026 and it was observed as follows: - 1. The Industry was in operation during the visit and engaged in the process of dyeing and washing of Acrylic yarn. 2. As per the PERT chart submitted by the industry, it should install and commission the ZLD plant by 31.12.2025. However, the industry has failed to meet the timelines given in the PERT chart. 3. The industry has installed effluent storage tank and the upgradation of ETP is still in progress as the tanks are constructing at vendor site as informed by the representative. 4. The industry has failed to upgrade the Air Pollution Control Device with the boiler furnace in compliance to decision no. 3 of the personal hearing. 7. The industry has not applied for consent to operate under the Air Act, 1981 till date. 8. The industry has submitted Bank Guarantee of Rs. 1.0 lakh vide no. 0578NDDG00010226 Valid up to 20.11.2026. And whereas, the deadline for scattered dyeing units for ZLD commissioning was 31.12.2025. But the progress was not as per PERT chart .
Accordingly, the industry was issued Show cause notice vide letter no. 511-12 dated 19.02.2026 to submit its reply in writing. The industry has submitted its reply (attached) dated 23.02.2026 in which it is stated that “1. we are in process of installing zero liquid discharge as submitted by us to the Punjab Pollution Control Board. Due to our old structure and delays by our vendor in making structure of zero liquid discharge are works is delayed. 2. Our 70% of zero liquid discharge project is completed and remaining is prepared by our vendor at his site due to less space in our industry. 3. We have already given advance payment for installation of wet scrubber to M/s Shivam Enterprises on 23.01.2026 P.O. Attached with this letter. 4. We have applied consent to operate under the Air Act 1981. With Application ID 30247236. 5.We have already submitted Bank Guarantee of Rs.1.00 lac vide no.0578NDDG0001022.“ It is further submitted that the matter regarding the uniform decision to be taken on scattered dyeing units which have not yet shifted and the separate file on e-office under consideration with the Competent Authority.
Considering the reply of the unit, it is clear that the ZLD installation is yet not completed and APCD yet to be upgraded. The unit is not complying with decisions of the personal hearing before the Chief Environmental Engineer, Ludhiana on 19.12.2025Further, the matter regarding the uniform decision to be taken on scattered dyeing units which have not yet shifted to ZLD and is under consideration with the Competent Authority.
Therefore, it is recommended that the application for CTO of the industry under Water Act, 1974 be refused please.
