File Note: In compliance of the directions of zonal office regarding sending a flash report before the date of the hearing, the site of the institute (South Campus) was visited by the undersigned on 18.03.2026 and contacted Mr. Mandeep Singh (Liasoninig Incharge). During the visit, it was observed that: 1. The institute was in operation and no fresh construction was observed within the premises of the South Campus. 2. The STP of South Campus of capacity 1500 KLD based on SBR technology was also in operation. The samples from the outlet of STP were collected during the visit dated 19.12.2025 and the results of the samples (pH – 7.7, TSS mg/l – 15, COD mg/l – 10, BOD mg/l – 5, O&G mg/l – BDL) are within the prescribed limits. (copy of sample results enclosed) 3. The institute has installed 02 no. SBR tanks for treatment of waste water and now aeration process was going on in 01 no. SBR tank and the other SBR was in decanting stage and hence, proper procedure was being adopted by the institute for operation of SBR technology. 4. Further, the treated wastewater record has been maintained and the reading noted during visit from the various flow-meters i.e. meter installed on the line for dual plumbing @ 173075 m3, agriculture @ 422177 m3 & horticulture @ 18346 m3. 5. The average effluent discharge is around 600-650 KLD and hence, 7.5 acres developed as per karnal technology is currently adequate to handle the waste water generation. 6. The plantation area developed by the institute as per Karnal Technology was also visited and it was observed that the project proponent has now cleared the wild plantation growth previously seen during the last visit and also no stagnation of water was observed. (pic attached). The waste water after treatment of STP was being properly utilized in the karnal technology. 7. The institute has provided 3 no. mechanical composters of capacity 500 kg each for treatment of bio-degradable solid waste. However, the institute is not operating the composters on regular basis. No record of operation of the same could be shown on the site. 8. The representative informed that they are treating the biodegradable solid waste in vermi-composting pits and 06 no. composting pits were seen during the visit. Further, the representative informed that they are in the process of adding another 04 no. composting pits. The representative also informed that they have done an agreement with M/s Saahas Waste Management Pvt. Ltd. for ensuring zero waste related to food and garden waste. (copy of agreement enclosed) 9. The representative of the institute has also submitted an animal adoption certificate (hippopotamus) and hence it has also made compliance with the special condition no. 12 of the earlier CTO granted to it. (animal adoption certificate enclosed) 10. However, the solid waste apart from the compostable materials is still being lifted third-party vendors only. Also, no record or proof of the same could be shown by the representative and hence, the institute is violating the provisions of Solid Waste Management Rules, 2016. 11. Further, as per the prevailing guidelines, the institute is also required to obtain Environmental Clearance for its existing premises but, it has failed to obtain/submit the same till date. The project proponent is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 apart from the management of solid waste and the requirement to obtain Environmental Clearance for its existing premises.
