It is intimated that the HCF is a 85 bedded hospital. The HCF was granted 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide certificate no. CTOW/Renewal/LDH3/2025/28095344 dated 13.03.2025 valid till 30/09/2026 and Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2024/25594848 dated 26/06/2024,valid upto 31/03/2026. The hospital was granted Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDH3/2025/28095405 dated 13/03/2025 valid upto 31/03/2029
Now the HCF has applied for renewal of 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.
The HCF has already deposited CTO fee for existing 85 beds amounting Rs. 25,000/- vide UTR no. 975436478 dated 27.03.2024 under Air Act, 1981, which is adequate upto 30.09.2026.
The HCF has submitted MOU signed with M/s Medicare Environmental Management Pvt. Ltd., Opps. Central Jail, Tajpur Road, Ludhiana which is valid till 31.03.2029.
The HCF has also submitted the anuual Bio medical waste return of year 2025 in form-IV
The hospital was visited by the officer of this office on 18.03.2026 and observed that:-
1. The hospital is segregating Bio-Medical Waste being generated by it category wise at the point of their generation as per norms.
2. The hospital is cutting catheters / tubing to avoid its reuse.
3. The hospital has made provision for treatment/ disinfection of liquid Bio waste category and sharps with 1% sodium hypochlorite solution.
4. The hospital has provided the ETP cum STP for the treatment of its domestic sewage as well as liquid waste. The treated effluent is being discharged into MCL sewer
5. The hospital is generating bio medical waste of categories Yellow (Human Anatomical Waste, Soiled Waste), Red (Contaminated Waste (Recyclable)), White (Translucent) (Waste sharps including metals), Blue (Glassware) & Chemical Liquid Waste of the Bio Medical Waste (Management) Rules, 2016.
6. The hospital has provided storage room for storage of bio medical waste with lock & key arrangement systems.
7. The HCF has installed two DG sets of capacities 185 KVA and 120 KVA with acoustic enclosure and adequate stack height.
8. The hospital is maintaining the record of Bio-Medical Waste Category wise as well as its disposal.
Keeping in view of above, it is therefore, recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for the operation of 85 bedded hospital for the period upto 30.09.2026 with usual terms and conditions.
