Clarification Note: During scrutiny of the application and documents submitted, it has been observed that the certificate submitted from the District Town Planner/Revenue Authorities is not complete in terms of the requirements laid down under the Government of Punjab, Department of Science, Technology & Environment Office Order dated 15.10.2013 regarding siting guidelines for rice shellers/saila plants.( orders attached) As per the provisions of the above said order, the following aspects are required to be duly certified by the concerned authorities: It is required that the District Town Planner shall clearly certify the land use classification of the site as per the approved/draft Master Plan, along with explicit confirmation regarding whether the establishment of the proposed rice sheller is permissible at the site as per the prevailing Master Plan/policy. The certificate should also indicate the exact distance of the site from the Master Plan limits/Local Planning Area limits and the exact distance from National Highway/State Highway/Scheduled Road/bye-pass (minimum 500 meters), along with clarification regarding whether Change of Land Use (CLU) is required and, if so, the status of the same. Further, the Revenue Authorities (DC/ADC/SDM) shall certify the distance of the proposed site from Lal Dora/Phirni of the nearest village (minimum 500 meters), the distance from the nearest residential area/abadi, and the distance from educational institutions, religious places, and protected monuments, if any (minimum 500 meters). The certificate should also include verification of Khasra numbers and the exact location of the site as per revenue records, along with the width of the approach road as per revenue records. The industry is required to submit the above clarification within 3 days.
