File Note: It is submitted that, the industry is small scale green category Industrial Packaging Material unit involved in production of Industrial Packaging Material from Fresh Plastic Granules (Dana) and was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. G16LDH3CTOW4260317 dated 04.07.2016 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. G16LDH3CTOA4260394 dated 04.07.2016, both consent were valid up to 31.12.2025 for the production of Industrial Packaging Material @ 500 Kgs/Day from Fresh Granules (Dana) @500 Kgs/Day as raw material and disposal of domestic effluent @ 0.5 KLD into sewer. Thereafter, the industry applied for new 'Consent to Operate' under the Water Act, 1974 and the Air Act, 1981 for the same production of Industrial Packaging Material @ 500 Kgs/Day from Fresh Granules (Dana) @500 Kgs/Day as raw material and disposal of domestic effluent @ 0.5 KLD into sewer after septic tank. Thereafter, the application of the industry was scrutinized by the officer of this office and was observed as under: - 1. The industry has submitted DTP, Ludhiana letter no. 2160 dated 18.05.2010 under which the site falls in light service industry zone as per Master Plan of Ludhiana. Further, the industry has attached Change of land use to Industrial zone vide Senior Town Planner Ludhiana letter No. 2464/STP(L)/TWT2A dated 12.05.2010. 2. The unit has submitted CA Certificate showing its gross block value of fixed assets (without deprecation value) of Rs. 23.36 Lacs. 3. The industry has submitted SSI no, Site plan, manufacturing process, earlier granted consent compliance report. The industry has deposited Rs. 2800/- vide R. No. 971783733 dated 26.12.2025 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 2800/- vide R.No 878966481 dated 26.12.2025 under Air (Prevention & Control of Pollution) Act, 1981 as consent fees, which are adequate upto 31.12.2027. Thereafter, the industry was visited by the officer of this office on 20.01.2026 and he observed as under: - 1. The industry was in operation. 2. The industry is engaged in the process of manufacturing of industrial packaging bags by using fresh granules as raw material at site, which is covered under green category list of the industries. 3. The industry is engaged in the process of fresh granules (dana) → Plastic tube → Plastic sheets → Cutting → Printing → Dispatch. 4. The industry has installed 07 Nos extruder machines (out of which 01 Machine was not operational), 01 no. LD machine, 02 no. cutting machines and 01 no. printing machines at site. 5. The domestic effluent was being discharged into MC sewer. 6. Fresh cooling water being used in cooling of plastic tubes disposed into a borewell. There was no cooling tower or any other mechanism installed for re-use/recirculation of wastewater generated from cooling process. The industry has increased its extruders from 02 nos. to 07 nos. without obtaining NOC/CTE from the Board. Thus, the industry was violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the Show Cause Notice for refusal of Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before your good self on 12.02.2026. Thereafter, Sh. Bhupinder Pal Juneja Arora, Proprietor of the industry attended the hearing and submitted a written reply which was taken on record. He submitted that the wastewater generated from the machine in the factory outlet is being discharged into the Committee pipeline. He further submitted that rainwater collected on the rooftop of the factory premises is being channelized into Rain harvesting Pit and during the visit of the officer of the board representative wrongly explained the process. He further stated that the visiting officer had advised installation of a chilling plant, which he would surely install and will fulfil all the conditions, he had already received quotation for the chilling plant bearing Ref. No. DS/Q/2878/25-26 dated 31.01.2026. After hearing proprietor of the industry, and the submissions made by them, the Environmental Engineer of the Board decided as under: - 1. The industry shall install the Cooling Tower/or such facility for reusing back its cooling water. 2. The concerned AEE will revisit the unit after 7 days to check the contention of the unit and will process the CTO application on merit. Now, to verify the contentions of the unit and process the CTO application on merit the industry was visited by Er. Bhupinder Kumar AEE of this office on 19.03.2026 and observed that: 1. During the visit, the unit was in operation and engaged in the process of manufacturing of Industrial Packaging Material using fresh granules. 2. The industry is engaged in the process of fresh granules (dana) → Plastic tube → Plastic sheets → Cutting → Printing → Dispatch. 3. The industry has installed 01 LD machine, 01 PP machine, 01 super LD machine, 01 printing machine, and 03 cutting machines inside its premises. (Photographs Attached) 4. The industry has now installed a chilling tower for the recirculation of its wastewater generated from its cooling process. (Photographs Attached) 5. There were no visible emissions from the extruder machines during the visit. 6. The domestic effluent of the unit is being discharged into the MC sewer. The industry is complying with the previous of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Keeping in view of the above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31.12.2027 for the same production of Industrial Packaging Material @ 500 Kgs/Day from Fresh Granules (Dana) @500 Kgs/Day as raw material and disposal of domestic effluent @ 0.5 KLD into sewer after septic tank subject to suitable conditions along with following special conditions: (i) The industry will not manufacture any plastic carry bags in its premises in future, also. (ii) The industry shall obtain EPR registration, within this period. Competency: The Environmental Engineer
