File Note: The report submitted by the regional office was examined and it is observed that the industry is a large-scale red category unit. The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 valid upto 31.03.2026 for manufacturing of Liquid Pouch Milk @ 240 Kilo Liters/Day, Dahi @ 50 Metric Tonnes/Day, Lassi @ 150 Kilo Liters/Day, Kheer @ 1000 Kgs/day, Ghee @ 5 Metric Tonnes/Day Panjiri @ 7 Metric Tonnes/Day, Milk Powder & Dairy Whitener @ 25 Metric Tonnes/Day, Kaju Pinni @ 200 Kgs/day, Paneer @ 4 Metric Tonnes/Day and White Butter @ 08 Metric Tonnes/Day by using Raw Milk @ 650 MT/Day Rice @ 60 Kgs/day, Sugar @ 7 MT/Day Flour @ 3.5 MT/Day Besan @ 1.5 MT/Day and Dry Fruits @ 15 Kgs/day as raw material. Earlier, The industry was given personal hearing before Chairperson of the Board on 09.10.2025 in the matter Notice u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981, wherein it was decided as under:- 1. The industry shall shift its fuel system on gas fuel within 03 month to permanently the eliminate the problem of black smoke emissions. 2. The industry shall strictly ensure that no black smoke is emitted from any of its boiler or stack until the conversation to the gas fuel is completed. 3. The industry shall comply with the guidelines issued under the State Fuel Policy dated 04.10.2023 for promoting the use of cleaner fuel like use of Low Sulphur Heavy Stock (LSHS), Light Diesel Oil (LDO) and propane, Buiten etc. having sulphur contain not exceeding 1.8% by weight, in the State of Punjab. 4. The industry shall submit Bank Guarantee amounting to Rs. 5.0 lacs as insurance that it will shift to the cleaner fuel (gas) within the period of 03-months and not emit black smoke at any point of time. 5. The industry shall install and maintain CCTV cameras having atleast one month backup facing all operational stacks, ensuring these cameras are fully functional and connected to the PPCB server with and the mobile device of the responsible executive, for continuous online monitoring within 15 days. 6. The Regional Office, Jalandhar shall submit the compliance of the above said decisions within stipulated time period with complete recommendations In compliance of the decisions of personal hearing the industry was visited by Er. Deepak Chadha, EE alongwith AEE and lab staff on 15.01.2026 and it was observed as under:- • The industry was in operation during visit. • The air emission samples were collected from the Boiler of capacity 10 TPH and as per Zonal Lab, Jalandhar letter no. 3602-03 dated 28.01.2026, the Particulate matter comes out to be 89 mg/Nm3, which is found within the prescribed limits of the Board. As per representative informed that the furnace-oil fired boiler is not being operated regularly and is used as back-up boiler only which is used only when the main boiler is not working/shut down. • The industry has installed CCTV facing the stack of the furnace-oil fired boiler and the same was in operation during visit. • The effluent samples were also collected from final outlet of ETP and as per Zonal Lab, Jalandhar letter no. 3645-47 dated 02.02.2026, all the parameters are found within the prescribed limits of the Board. The industry has failed to submit bank guarantee of Rs. 5.0 lacs as assurance that it will shift the cleaner fuel (gas) within period of 03 months and not emit black smoke at any point of time. • The has submitted the purchase bill of the furnace oil (S Max 1.8%) dated 29.12.2025 from Panipat Terminal. • The advisory letter was issued to the industry vide this office letter no. 3862 dated 26.12.2025 and letter no. 188 dated 22.01.2026 to submit the compliance of decisions of personal hearing given before Worthy Chairperson of the Board on 09.10.2025. Further It is submitted that industry has installed CCTV cameras facing operational stack and further the request of the industry to connect CCTV with PPCB server has been forwarded to computer section. It is also informed that the complaint through E-mail has been received in this office regarding usage of coal in boiler by the industry causing huge pollution in the area from the people of Guru Amardass Nagar.the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Liquid Pouch Milk @ 240 Kilo Liters/Day, Dahi @ 50 Metric Tonnes/Day, Lassi @ 150 Kilo Liters/Day, Kheer @ 1000 Kgs/day, Ghee @ 5 Metric Tonnes/Day Panjiri @ 7 Metric Tonnes/Day, Milk Powder & Dairy Whitener @ 25 Metric Tonnes/Day, Kaju Pinni @ 200 Kgs/day, Paneer @ 4 Metric Tonnes/Day and White Butter @ 08 Metric Tonnes/Day by using Raw Milk @ 650 MT/Day Rice @ 60 Kgs/day, Sugar @ 7 MT/Day Flour @ 3.5 MT/Day Besan @ 1.5 MT/Day and Dry Fruits @ 15 Kgs/day as raw material. • The CA Certificate submitted by the industry plant and machinery has increased from Rs. 5437.32 lacs (as on 31.03.2022) to Rs. 10243.00 lacs (as on 31.03.2025) and the Total fixed assets is increased from Rs. 16432.66 lacs (as on 31.03.2022) to Rs. 22937.44 lacs (as on 31.03.2025) The industry has submitted details of increased in fixed assets with the application. • The industry has deposited Rs 7,20,000/- vide R no. 117946415 dated 27.02.206 under Water Act, 1974 and Rs. 7,20,000/- vide R no. 971889772 dated 27.02.2026 under Air Act, 1981 and NOC against the fixed assets of Rs. 22937.44 lacs, which are adequate upto 31.03.2028. The industry is a large-scale red category unit, and competency lies with the Chairperson of the Board.As per the report of RO ,The industry is complying with the provisions of the Water Act,1974 and the action under the Air Act,1981 has been processed separately in its air application, Keeping in view the above, it is recommended that:- 1. Renewal of Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.03.2028 with usual conditions as per policy of the Board. (Com: Hon'ble Chairperson)
