It is submitted that the subject cited industry is a small scale red category unit and has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 171.20 Lacs as on 31.01.2026 as per CA certificate dated 11.02.2026, which is adequate upto 30/06/2031 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 % and NOC regularization fee.
Accordingly, the industry was visited by undersigned on 19/03/2026. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. It is engaged in processing of HB wire @ 10 T/day by using raw material as HCL @ 35 Ltr/day and Wire Rod @ 10 T/day.
3. The manufacturing process of the industry is as Wire Rod - Acid Dip - Washing - Dip in phosphate tank - Dip in lime tank - Drying - Processing in machine as per size required - Ready - Packing - Dispatch.
4. The industry has provided 02 tanks for pickling, 04 wire drawing machines, 01 for phosphating and 01 for lime.
5. The industry has made agreement with M/s JBR Technologies Ltd., Unit-II, Ludhiana (re-processor) for disposal of its trade effluent @ 3000 ltr/month.
6. The industry has installed water meter on pipeline leading to process area whose reading during visit was 56.82 KL.
7. Lastly, the industry was lifted its trade effluent to CETP @ 3000 ltr on dated 25.02.2026.
8. The industry is maintaining the record w.r.t. fresh water consumption for the wet process & effluent lifted to re-processor. The audit report is enclosed herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
9. No bye pass of effluent was observed during visit.
10. Domestic effluent generated by the industry is discharged into sewer.
11. The industry has installed 02 no. CCTV cameras, 01 no. facing towards the entry gate of the processing shed and effluent storage tank and 01 no. on fresh water meter installed in processing area.
12. The industry has provided 01 no. storage tank of capacity 8000 Ltr, which was around 20 % full at the time of the visit.
13. The industry has not installed any DG set in the premises.
14. The industry has submitted building plan prepared by Sh. Gurkirat Singh approved Architect from Director of Factories, Punjab.
Site suitability
The industry is situated in Industrial Zone as per Master Plan of Ludhiana. The industry has submitted change of land use certificate issued by DTP Ludhiana vide no. 475 dated 03.03.2026. As per the report, the site of the industry falls under Industrial Zone as per Master Plan of Ludhiana.
In the subject cited case, the industry has mentioned ground water extraction @ 0.67 KLD. Considering 25 working days per month, ground water extraction will be 16.75 KL/month, which is less than 300 KL/month.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2030 with suitable conditions as per policy of the Board.
