File Note: RO has reported that the consent to establish (NOC) from pollution angle under the provisions of Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention& control of Pollution) Act, 1981 was granted to the Marriage Palace vide online reference no. CTE/Fresh/GRP/2024/24770820 dated 02/02/2024, which was valid upto 01/02/2025 along with certain conditions under orange category. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued. Now, the marriage palace has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for its operation of Marriage Palace. The Marriage Palace has already submitted permission of Change of Land Use for an area measuring (0.9875 Acres) for Marriage Palace purpose of from Senior Town Planner, Amritsar vide letter no. 28 dated 09/01/2024 which may kindly be perused (Copy Enclosed). The Marriage Palace has submitted Building Plan Approved from the Senior Town Planner, Amritsar vide no. 28 STP(A) dated 09/01/2024 (Copy Enclosed). The Marriage Palace has submitted copy of land registry measuring total area 6 Kanal 16 Marlas (Khasra No. 294// 20 (5-7), 19 (7-14) reserved for development of green belt/plantation area for discharging treated effluent after septic tank. The industry has deposited Rs. 50,400/- vide UTR No. 75016398 dated 03/03/2026 & Rs. 42,500/- vide UTR No. 207848238 dated 03/03/2026 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 respectively against gross value of fixed assets of Rs. 1,98,38,800/- as on 31/12/2025 as per value of C.A. certificate submitted by the industry and same are adequate upto 30/09/2030 under both Acts including Rs. 500/- as form downloading fee. The industry was visited by Er. Vinod Kumar, AEE on 10/03/2026 and observed as under:- 1. The site is a marriage palace and no any marriage function was going on. 2. The marriage palace has provided oil & grease trap for treatment of its domestic effluent generated from kitchen section and septic tank for the treatment of effluent generated from sanitation section. The septic tank is common for both effluent generated from kitchen and washrooms. 3. The marriage palace is further using its effluent from septic tank onto land for plantation for which the marriage palace has provided total land measuring 6 Kanal 16 Marlas. 4. The marriage palace has provided adequate arrangement for storage/disposal of Municipal Solid Waste in scientific manner. 5. The marriage palace has installed One no. D.G. set of capacity 85 KVA, which is provided with canopy and stack of adequate height above roof level. 6. The representative of the Marriage Palace informed that the plastic waste is not generated and SUP is not used in the palace. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be grated upto 30/09/2030 with the suitable conditions. In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be grated upto 30/09/2030 with the suitable conditions along-with special conditions as under: 1. The project proponent shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting / hood arrangement and proper exhaust system. 2. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 3. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 4. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 5. The project proponent shall make all necessary arrangements for compliance of Noise Pollution (Regulation and Control) Rules, 2000 & shall obtain required necessary permissions from designated authorities for operation of DJ etc as per provisions of noise pollution (Regulation & Control) Rules, 2000. 6. The project proponent shall not use or allow to use single use plastic (SUP) items in the premises as same are banned from 01/07/2022 as per notification of Govt. of India as well as Punjab.
