File Note: Kindly peruse the note history & note/ report/ recommendations sent by EE, RO, SAS Nagar… The brief details of the case are as under: • The project proponent had earlier applied for obtaining fresh Consent to establish (NOC) for establishment of Group Housing project consisting of 583 Flats and 16 Shops and Community Centre Area 659 sqm.. The said application was refused vide no. CTE/Fresh/SAS/2026/30561515 dated 12/01/2026 by the Board due to the fact that the pp had not submitted adequate disposal arrangement disposal scheme with the online application form and had proposed to install mechanical evaporator for evaporation of treated wastewater.. • Now, the project proponent has again applied for obtaining fresh Consent to establish (NOC), alongwith requisite documents.. • The project proponent has obtained Environmental clearance vide no. EC25C3801PB5565322N dated 10/11/2025, for the project.. • Now, the pp has proposed to discharge excess treated waste water @ 209 KLD onto land for irrigation as per Karnal technology in an area of 02 acres, out of which, 5679 sqm is within the project (organised green area) and 4047 sqm (1 Acre extra land) has been taken on lease by the pp, agreement of which is attached with the online application form… • RO has mentioned that the present proposal submitted by the pp is in order and has proposed to grant CTE to the project.. In view of report/ recommendations sent by EE,RO SAS Nagar, if approved, the project proponent may be granted consent to establish under the Water Act, 1974 and Air act 1981, for establishment of the Group Housing project consisting of 583 Flats and 16 Shops and Community Centre Area, in an area of area of 21,978 sqm & built-up area of 83,911 sqm, subject to suitable conditions, conditions as imposed by the regional office and following additional conditions: 1. The project proponent shall comply with the conditions imposed in the Environmental Clearance obtained by the pp under the EIA notification dated 14.09.2006. 2. The project proponent shall use only treated wastewater for flushing purpose in its project by providing dual plumbing system and shall not use any freshwater for the said purpose. 3. The project proponent shall not generate wastewater more than the quantity mentioned in this consent letter, under any circumstances. 4. The project proponent shall not give any occupancy at the site, without obtaining prior consent to operate under the Water Act, 1974 & Air Act, 1981. 5. The project proponent shall develop 2 acres of green area as per Karnal Technology, for disposal of remaining quantity of treated wastewater (after dual plumbing), along with the development work of main project at the site, as per the proposal submitted with online application. 6. The project proponent shall not carry out any other activity in the said 2 acres of land area and shall exclusively develop the same as per Karnal technology for disposal of treated waste water to be generated from the project, as per the proposal submitted with online application. 7. The project proponent shall keep the adequate plantation area developed for disposal of treated wastewater inside its premises, at all times. 8. The PP shall bound to adhere any guidelines/mechanisms for restricting the use of land reserved for plantation as per the prevailing policy of the Board. 9. This CTE is being granted to the project proponent on the basis of proposal submitted along with the online application form and disposal arrangements proposed therein. The CTO shall only be granted to the project permanent upon assessing the disposal arrangements made at the time of occupancy in the project. 10. In case the project proponent does not have adequate disposal arrangement at the time of obtaining consent to operate/giving occupancy in the project, the Board shall not be responsible for any loss (including financial) incurred to the project proponent due to consequences thereof. 11. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 12. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 13. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 14. The adequacy/ efficacy of the pollution control arrangements & disposal scheme shall be the sole responsibility of the project proponent and the pp shall be bound to implement/ upgrade its pollution control & disposal arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 15. The pp shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 16. The project has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments. 17. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 18. The consent is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form and during hearing. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 19. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
