It is submitted that earlier the project proponent was granted fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2021/15327242 dated 22.02.2022 for development of plotted residential project having 448 plots & 56 commercial shops in an area of about 96528 sqm with disposal arrangement that Domestic Effluent @729.0 KLD shall be treated in Sewage Treatment Plant (STP) of capacity 800 KLD and after treatment, 302 KLD of treated wastewater shall be reused for flushing purpose by providing dual plumbing system. Treated wastewater @ 42 KLD, 12 KLD & 5.5 KLD of treated effluent will be used for irrigation during summer, winter and rainy season respectively, in an area of 7742 sqm. Only remaining quantity of treated wastewater (after dual plumbing and green area) shall be discharged into GMADA sewer/ MC sewer or onto adequate land for plantation purpose, subject to certain terms and conditions mentioned therein. Thereafter, the project proponent was granted extension in the validity of "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2023/19124541 dated 08.06.2023 having validity upto 21.02.2024 for Plotted residential project having 448 plots & 56 commercial shops in an area of about 96528 sqm. with subject to suitable conditions and special conditions mentioned therein. The project proponent was granted fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2024/25003610 dated 26.03.2024 valid upto 31.03.2028 for Residential Plots @ 448 and Commercial Shops @ 56 (Plots Only) with disposal arrangement that Domestic Effluent @ 282 KLD - After treatment in STP of Capacity 900 KLD, treated wastewater @ 118 KLD will be used for flushing purposes, 43 KLD will be used for green area of 7740 Sqm and remaining 121 KLD will be discharged onto land for plantation as per Karnal Technology, subject to certain terms and conditions mentioned therein. Present: Now, the project proponent has applied for obtaining consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Residential Plot @ 525 (Existing 448 + Proposed 77) & Shops @ 95 (Existing 56 + Proposed 39), alongwith requisite documents. Fee Details: The project proponent has deposited Rs. 21600/- vide R. No. 338132576 dated 13.02.2026 as consent to establish (NOC) expansion fee. The fee deposited by the project proponent is adequate for one year against the total expansion cost of the project Rs. 14.94 crores. After expansion, the total cost of the project will be 91.1 crores. Site Suitability: The promoter company has submitted copy of approved site plan for the project from the Competent Authority, Project Approval Department of Housing and Urban Development Punjab Bureau of Investment Promoter, Chandigarh vide letter no. LDC/PBIP/CAPA(HUD)/2020/17 dated 12.10.2020. As per the approved building plan the total area of the project is 101,171 sqm and net area is 96527 sqm. Further, the total green area is 7742 sqm. The project proponent has also obtained Change of Land Use (CLU) for Residential purpose (plotted colony under Affordable colony policy) from Housing and Urban Development Department Punjab under for an area measuring 25 acres falling in the Village Kailon, SAS Nagar issued vide no. PBIP/CAPA(HUD)/2020/115 dated 15.06.2020. Water Details: Air Pollution Details: The project proponent has proposed to install 2 no. DG sets of capacity 500 kVA & 63 kVA with canopy an adequate of stack heights. Solid Waste detail: The project proponent has proposed that the total solid waste generation from the project is around 3188 kg/day and the same will be segregated and composter for wet biodegradable solid waste will be provided. Visit: The site of the project was visited by the undersigned on 25.03.2026. During the visit, it was observed as under: 1. The project proponent is situated in revenue estate of Village Kailon, Mohali, SAS Nagar. Further, as per notified Master Plan of SAS Nagar, the site is located in mixed use zone and residential zone. 2. The project proponent has developed road network and provided sewage network in the entire project. 3. During visit, it was observed that construction of 90 plots & 6 shops is going on. Further, about 160 plots and 1 shops are occupied. 4. The project proponent has provided STP of capacity 900 KLD and the same was in operation. The effluent samples were collected from the outlet of STP and sent to Head Office laboratory for analysis. Results of the same are awaited. 5. The domestic effluent is being discharged onto Land for Plantation/ Irrigation after Treatment in STP. 6. The project proponent has provided borewell for abstraction of fresh water and water meter provided over it. The project proponent is maintaining its record. 7. The project proponent has not installed any D.G set. The project proponent is complying with conditions of earlier granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974. Recommendations: In view of the above, it is recommended that the consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year, subject to suitable conditions and following additional conditions: 1. The project proponent shall provide dual plumbing for utilization of treated wastewater for flushing purposes. 2. The project proponent shall provide necessary arrangements for usage of the treated effluent after STP for flushing purpose and shall develop adequate green area and plantation area for discharge of the remaining treated effluent after STP, as proposed by it. 3. The project proponent shall provide occupancy only after obtaining consent to operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 4. The project proponent shall provide mechanical composter of capacity 500 kg/day and 150 kg/day for the treatment of wet biodegradable waste. 5. The promoter shall lay down pucca distribution network / pipe grid from the STPs to the various green lawns / stretches / dual plumbing system for flushing purposes / for construction activities and shall not allow it to stagnate anywhere inside or outside the project. 6. The promoter shall irrigate the green belt / area to be developed within the project area with the treated wastewater only and no fresh water will be used for this purpose as well as for construction activities within the project. 7. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 8. The promoter company shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate. 9. The promoter company shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 10. The promoter company shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 11. The promoter company shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing on-site facility to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 12. The promoter company shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 13. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 14. The promoter company shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 15. The promoter company shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project. 16. The promoter company shall ensure that the vehicles carrying construction material and construction debris of any kind shall be cleaned before it is permitted to ply on the road after unloading of such material. 17. The promoter company shall provide mask to every worker working on the construction site and involved in loading / unloading and carries of construction material and construction debris. 18. The promoter company shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions. 19. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 20. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency: Worthy Chairperson of the Board
