1. It is intimated that the industry is a small-scale orange category Rice sheller unit.
2. Earlier, the rice sheller was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. Vide No. CTOW/Renewal/JAL/2021/15158591 dated 22/02/2021 valid upto 31/03/2026 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/JAL/2021/15158609 dated 22/02/2021 valid upto 31/03/2026 with suitable conditions mentioned therein.
3. Now, the rice sheller has applied for consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board.
4. The rice sheller has deposited Rs. 84000/- vide UTR no 685909963 dated 26.03.2026 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 84000/- vide UTR no 168792678 dated 26.03.2026 under Air (Prevention & Control of Pollution) Act, 1981 and Rs. 500/- vide UTR no. 168792678 dated 26.03.2026 as application form fee, which is adequate upto 30.09.2035 after deducting NOC fee.
5. To verify the facts, The rice sheller was visited by officer of this office on 30.03.2026 & observed as under:-
• The unit was not in operation during visit due to off season.
• The Rice Sheller has installed one drier section, one shelling section and one Sortex Machine.
• Cyclones have been provided as APCD.
• The rice sheller has provided stabilized movement area.
• The rice sheller has developed plantation area along the boundary wall
• Septic tank is provided for treatment of domestic effluent.
• The rice sheller has provided Sheets in front of rice husk discharge area.
Recommendations:-
Keeping in view of above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the rice sheller upto 30.09.2035 with suitable condition with suitable conditions and special conditions that: -
1. The industry will continue to comply with the new code of practice prescribed by Punjab Govt. Department of Science, Technology and Environment vide order no. 932 dated 15.10.2013.
2. The industry shall upgrade or install adequate air pollution control device to achieve the amended emission standard, if any, amendment made.
3. The industry shall not make any expansion inside the present premises without obtaining prior permission from the Board.
4. The industry shall submit sample analysis report from Boards lab during upcoming paddy shelling season.
