1. It is intimated that the Service Station is a small-scale orange category unit.
2. The service station was issued Show cause notice for violations of provisions of Water Act, 1974, Air Act, 1984 and Hazardous & Other Waste (Management & Transboundary Movement) Rules, 2016 with opportunity of personal hearing before the Senior Environmental Engineer on 04.02.2026. After hearing, the Senior Environmental Engineer decided that:-
1) The industry shall submit Bank Guarantee of Rs. 50,000/- (as imposed earlier) as an assurance to comply with the pollution control laws within 10-days.
2) The industry shall apply for consents under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 & authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 within 10 days.
3) The Environmental Engineer, Regional Office, Kapurthala shall revisit the unit after 15 days to verify its contensions, and submit compliances w.r.t. pollution laws and the detailed report along with fresh recommendations.
3. The unit has deposited the Bank Guarantee of Rs 50,000/- valid upto 27.01.2027.
4. Thereafter, the unit was visited on 09.03.2026 and samples of the STP of restaurant were collected. As per analysis report, the Concentration of parameters are within the prescribed limit of the Board.
5. Now, the Service Station has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act 1981 with requisite documents.
6. The Service Station has deposited Rs. 8400/- vide UTR/Receipt no 526593787 dated 04.09.2025 and Rs. 58800/- vide UTR/Receipt no. ICICN52026011200848097 dated 12.01.2026 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 8400/- vide UTR/Receipt no 82380782 dated 04.09.2025 and Rs. 53200/- vide UTR/Receipt no. ICICN52026011200845068 dated 12.01.2026 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30.09.2030 after deducting NOC, Penalty & Balance fee.
7. The Service Station has submitted the land lease deed between Smt. Parveen Kanta W/o Des Raj Kalra and M/s ANR Motors Pvt Ltd for the period of 9 years for total land area 03 Kanal 6 Marlas.
8. The Service Station has submitted a letter from DTP, Jalandhar mentioning that the site falls in Mixed Land use as per master plan Goraya (2011.2031).
9. The Service Station has submitted completion certificate of ETP of Capacity 05 KLD.
10. To verify the facts, the site was visited by officer of this office 30.03.2026 & observed that: -
• The service station was in operation during the visit.
• Washing section has also been setup.
• The Service station has installed ETP of capacity 05 KLD consisting of collection tank, dosing tank, tube-settler, Carbon & sand filter has been installed.
• Treated effluent of the service station partially reuse for washing of vehicles mixing with fresh water and remaining effluent is discharged to plantation.
• The service station has installed one D.G. set of capacity 62.5 KVA with canopy and adequate stack height.
Recommendations: -
Keeping In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the service station upto 30.09.2030 with suitable conditions.
