SITE SUITABILITY The industry has submitted copy of CLU for an area of 21.80 acres for industrial purpose (Manufacturing of Hot Rolled Coil) issued by STP, Housing & Urban Development Department, PBIP, GoP vide no. 81 dated 22/02/2022. The industry has also submitted letter regarding issue of Land Classification Certificate of an area of 101 Kanal 14 Marle located at Village Akalgarh, Nabha issued by DTP Patiala vide letter no. 2029 dated 28/09/2022, as per which area of 101 Kanal 14 Marle falls under industrial zone and the industrial activity is allowed in this area. The industry has also submitted the report regarding the site of the industry is located at the distance from the Lal Lakir of the village Akalgarh is more than 500 meter which is reported by Naib Tehsildar, Nabha forward by Sub Divisional
Magistrate.
Under the EIA notification dated 14/09/2006 The industry is covered under the EIA notification dated 14/09/2006. The industry has already obtained Environmental Clearance as the industry shall installed 02 induction furnaces of capacity of
50 TPH each.
Under the press note 17 (1984 series) The press Note 17 has been withdrawn by the Govt.
Under the schedule of Factory Act, 1948 The induction furnaces are covered under the first schedule of Factories Act, 1948 as such, the industry is required to obtain the site clearance under the said act. It is pertinent to mention here that Govt. of Punjab Department of Labor vide its letter no. 7319-
25 dated 22/8/2013 has exempted the industry from obtaining the site clearance under the said rules which are to be established in the designated/approved area.
The site of the industry was visited by the officer of the Board on 09.03.2026 and it was observed that:
1. The industry was in operation.
2. The industry has installed 02 no. induction furnaces of 50 TPH plus Ladle Refining Furnace of 55 Ton. The industry has installed dog house along with cyclone separators followed by bag filter house as APCD with the furnaces to contain the concentrate of particulate matter within the prescribed standards.
3. The industry has installed 02 no. of energy meter on its APCD and its reading was 2630.0092 MWh and 1969.61MWh
4. The industry has installed well designed dog house to cover all kind of fumes at all melting furnace.
5. The industry has proposed to install a Re-heating Furnace, which will be operated using coal gas generated from a Coal-fired Gasifier. The industry has started the installation of Re-heating furnace and about 50% work has been completed.
6. The industry has also installed main equipment of gasifier & civil construction work of main equipment has been completed & pipeline has been laid. Civil construction work of coal yard for storage coal just before feeding also started.
7. The industry has installed manual air quality monitoring system at four locations of the industry.
8. The industry has installed 24x7 continuous emission monitoring system at process stacks, during visit parameters PM shows 13.2 mg/Nm3.
9. The industry has installed 1 no. DG set of capacity 2500 KVA, which is equipped with canopy.
10. The industry has installed an STP of capacity of 180 KLD for treatment of domestic effluent and treated effluent is used onto land for plantation. The industry has installed water flow meter at the outlet of STP and its reading was 8525Kl during visit.
11. The industry has developed green belt area of 36798.84 Sq. meter which is of appx. 33% of total area of land 109548.4 sq. meters.
12. The industry has installed 04 no. of water meter on its submersible pump and its reading was 31762.01 KL, 31182.6 Kl, 30460.8Kl and 12327.17 Kl and record has been maintained on daily basis.
13. The industry has stabilized whole the vehicular movement area.
14. The site falls in the revenue estate Village Akalgarh, Dist. Patiala and village Bhagwanpura Dist. Fatehgarh Sahib. There was no activity for installation of the Coal Gasifier Plant has been observed.
PWRDA Permission: In the subject cited case, the industry has mentioned ground water extraction @ 964 KLD. Considering 30 working days per month, ground water extraction will be 28920 KL/month, which is more than 300 KL/month. The industry has already obtained permission for abstraction of groundwater @ 29400 KL/Month vide no. GW/PWRDA/01/2024/L3/20 dated 31/01/2024 valid upto 30/01/2027.
Recommendations:
In view of above, if approved, ZO-II, Patiala may be recommended that consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry up to 30/09/2027 for manufacturing Hot Rolled Coil (HRC) @ 5,00,000 TPA by using Scrap @ 4,27,000 TPA & DRI (Direct Reduced Iron) @ 1,07,000 TPA as raw materials with suitable conditions and special conditions that:
1. The industry shall comply with all the conditions of the EC granted to it.
2. The industry shall get its building plans approved under the provisions of section 3-A of Punjab Factory Rules, 1952.
3. The industry shall comply with guidelines for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA).
4. This consent to operate is only valid for operation of industrial unit for the manufacturing of Hot Rolled Coil (HRC) @ 500000 MTA by using Scrap and Direct Reduced Iron (DRI) as raw material.
5. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh for the effective operation of APCD.
6. The industry shall execute annual maintenance contract (AMC) for APCD from the repute agency and submit the report in this regard by 31/03/2024 to concerned Regional Office of the Board.
7. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual.
8. The industry shall not dispose of its Hazardous waste to any unauthorized vendor. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.
9. The industry shall ensure that the activities of unit do not create any nuisance in the surrounding areas and no public complaints are received.
10. The industry shall comply with all the conditions of Environment Clearance granted under the EIA notification dated 14/09/2006.
