It is submitted that the subject cited industry is a small scale Orange category unit and was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2026/31017324 dated 05/02/2026 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2026/31017341 dated 05/02/2026 both valid upto 31/12/2029 under green category.
Now, the industry has proposed to increased its production capacity from Sheet Metal Components/Cycle Parts @ 2.5 TPD & Trading of Round & Sheets @ 2.5 TPD to Sheet metal components/cycle parts @ 3 TPD, Ruff forging of auto parts/hardware goods (nut/bolt) – 10 TPD & Trading of round & sheet @ 2.5 TPD after installation of billets heater and forging presses.
Accordingly, the industry has applied for obtaining ‘consent to establish'/ (NOC expansion) under the Water Act, 1974 & Air Act, 1981 with requisite documents under orange category.The industry was visited by Er Ishmanjot Singh, AEE on 25.03.2026. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. The manufacturing process of the industry is as Raw Material – Blanking – Hole/punch – Single/bend – Welding – Ready – Packing - Dispatch.
3. The industry has already installed 26 Nos. Power presses, 6 Nos. Hydraulic drills, 11 Nos. Drill machines manual, 6 Nos. Tuning machines/ Adda, 1 No. Pipe bending, 2 Nos. Pipe cutting Machines and 1 No. Thread machine.
4. The industry has now proposed to install 03 no. billet heaters of capacities 3750 Kgs/day, 3500 Kgs/day and 2500 Kgs/day, 02 no. forging presses of capacities 125 Ton and 200 Ton, 01 no. induction heater of capacity 250 Kgs/day, 01 no. shot blast machine, 01 power press and 01 no. cooling tower.
5. The industry has not installed any of the proposed machinery at the time of the visit.
6. There is no generation of trade effluent from the process and domestic effluent is being discharged into sewer.
7. The industry has installed 01 DG set of capacity 60 KVA equipped with canopy and adequate stack height.
8. The industry has submitted building plan approved from competent person Sh. Gurkirat Singh approved under Factories Act, 1948.
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Ludhiana. The industry has submitted land use classification certificate from DTP, Ludhiana vide letter no. 142 dated 16.01.2026, which is reproduced as under: “ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਆਨ ਲਾਈਨ ਪੋਰਟਲ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਉਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਇੰਡਸਟਰੀਅਲ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ ।”
In view of the above, may if approved ‘consent to establish'/ (NOC expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with usual conditions please. (Competency – Senior Environmental Engineer).
