File Note: It is submitted that the matter has been discussed with the SLO. After examining the facts and circumstances of the case, the undersigned is of the opinion that directions under Section 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and Section 31-A of the Air (Prevention & Control of Pollution) Act, 1981 were issued to the industry for non-submission of the completion certificate of the Air Pollution Control Device (APCD) installed with the 150 kg induction furnace. Now, the industry has submitted a provisional certificate vide No. PSCST/TFD/225 dated 05.02.2026 issued by PSCST, Chandigarh. Therefore, the purpose for which the directions were issued stands complied with by the industry. However, it is pertinent to mention that the electric connection of the industry has not been disconnected by PSPCL authorities. The Regional Office had already issued a letter to the SDE, PSPCL, Tehsil Malout, District Sri Muktsar Sahib vide letter No. 77 dated 30.01.2026 for disconnection of the electric supply to the industry, but the same has not been complied with by PSPCL. In view of the above, it is recommended that directions u/s 33-A of the Water Act ,1974 and Air Act ,1981 may be issued to PSPCL authorities for not to disconnect the electric connection of the industry for a further period of six months. Further, the Consent to Operate (CTO) under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for six months with the following special conditions: 1. The industry shall obtain and submit the final completion certificate of the APCD from the competent authority within the stipulated time. 2. The industry shall get its stack emission sample analysed from the Board lab with in one month . 3. The industry shall ensure proper operation and maintenance of the APCD at all times and shall comply with the SOP prescribed for induction furnace in true letter and spirit . 4. The industry shall comply with all prescribed emission and discharge standards. 5. The industry shall not carry out any expansion or modification without prior approval of the Board. 6. The industry shall comply with all directions issued by the Board from time to time. CC : SEE for deciding the application CEE for issuing directions .
