File Note: It is intimated that the industry is a small scale orange category service station. Earlier, the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 17.07.2023 w.r.t. notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974, wherein, it was decided as under: 1. An Environment compensation of Rs. 1.0 lacs is imposed to the industry for the damage caused to the environment. 2. The industry shall operate its ETP regularly & efficiently so as to achieve the prescribed standards. 3. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, within 07 days. 4. The RO shall monitor the pollution control devices of the industry, immediately and shall process the consent applications on merit. The service station was visited by RO on 15.01.2024 and effluent samples were collected from the outlet of the ETP and as per the analysis report the samples failed to qualify with the prescribed limits of the Board. Accordingly, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 vide no. 1535-36 dated 12.03.2024 has issued for disconnection of electric connection available to the industry. In compliance, PSPCL authorities has disconnected the electric supply of the unit vide TDCO no. 185/1016 dated 09/04/2024. Further, the industry was granted consent under Water Act, 1974 and Air Act, 1981 for short period of six months and restoration of electric connection upto 22.10.2024 and the industry has also deposited EC of Rs. 1 Lac vide R no. 91/5498 dated 15.04.2024. the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Fresh/LDH2/2025/21407340 dated 13/02/2025 and under the Air Act, 1981 vide no. CTOA/Fresh/LDH2/2025/22831807 dated 13/02/2025 for short period of six months i.e. upto 12/08/2025 and electric connection of the industry restored upto 12/08/2025. After making compliance, the industry was again granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2025/29411666 dated 16/09/2025 valid upto 15/03/2026 and under the Air (Prevention & Control of Pol) Act, 1981 vide no. CTOA/Fresh/LDH2/2025/29411637 dated 16/09/2025 valid upto 08/03/2026. Now, the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 alongwith extending the electricity connection from 08.03.2026 onwards with requisite documents. The industry was visited by RO AEE Ishmanjot Singh on 09.03.2026 and it was observed as under: 1. The service station was in operation and engaged in the Servicing & Washing of cars @ 10 Numbers/Day. 2. The workshop has installed ETP for the treatment of trade effluent generated from washing process. The workshop has installed water meter at the final outlet. During visit, effluent samples were collected from final outlet of ETP leading to sewer. Results of which are awaited. The industry is maintaining record w.r.t. ETP operation, which was found in order. 3. The service station is maintaining the record of ETP sludge generated and stored and fresh water consumption and waste water treated through ETP. 4. The workshop has installed 01 no. of paint chamber with inbuilt filter. 5. The workshop has installed 1 no. D.G. set of 125 KVA with canopy and adequate stack height. 6. The unit is disposing treated waste water from the ETP into the sewer and the unit has sewer connection from the Municipal Corporation, Ludhiana. 7. The industry has provided water meter at the final outlet of ETP and also provided energy meter. The reading of the same were 77.4 KL and 49609.2 kWh respectively. 8. The industry is maintaining the record of operation of ETP. 9. Effluent sample from the ETP outlet was collected by the Board on 09.03.2026 as per analysis report received, the concentration of various parameters are pH = 7.4, TSS = 11 mg/L, COD = 40 mg/L, BOD = 9 mg/L, Oil & Grease = BDL, as per analysis report all the parameters were within the prescribed limits of the Board. 10. The industry is complying with the provisions under Water Act, 1974 and Air Act, 1981 further as two consecutive samples have been within prescribed limits therefore, there is no need to collect third Sample in light of Office memorandum no 428 dated 23/09/2025 , In view of above may if approved: 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with suitable conditions as per policy of the Board. (Competency – Senior Environmental Engineer) 2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL authorities for permanent restoration of electric connection please. (Competency – Chief Environmental Engineer after concurrence of worthy M.S. and Chairperson)
