Kindly peruse the note of EE, ZO. On examination of the facts recorded therein, it is submitted that the industry is a small scale orange category service station. Earlier, the industry was found non-complying and directions under Section 33-A of the Water Act, 1974 were issued for disconnection of electricity, and PSPCL disconnected the supply vide TDCO no. 185/1016 dated 09.04.2024. The industry subsequently deposited Environmental Compensation of Rs. 1.00 lakh and was granted short term consents with temporary restoration of electricity. The industry has now applied for fresh consent under the Water Act, 1974 and Air Act, 1981 along with request for extension of electricity connection. The unit was visited by AEE Ishmanjot Singh on 09.03.2026 and was found in operation. During the visit, the industry was observed to have installed and operating ETP with proper record maintenance, water meter and energy meter. Effluent sample collected from ETP outlet revealed pH 7.4, TSS 11 mg/l, COD 40 mg/l, BOD 9 mg/l and Oil & Grease BDL, which are within prescribed limits. In light of Office Memorandum No. 428 dated 23.09.2025 and as two consecutive samples have been found within prescribed limits, there is no requirement of collecting a third sample. The unit has installed paint booth with filter and DG set with adequate stack height and is disposing treated effluent into sewer through authorized connection. The industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
In view of the above, the industry is found complying and suitable for grant of consent. Accordingly, in-principle approval is hereby accorded for grant of Consent to Operate under the Water Act, 1974 and Air Act, 1981 up to 30.09.2028 with suitable terms and conditions as per policy of the Board. Further, directions under Section 33-A of the Water Act, 1974 may be issued to PSPCL authorities for permanent restoration of electric connection.
