Ref: Online application ID: 31400787 It is submitted that the subject cited establishment is a proposed Commercial Project and has applied for obtaining consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 by the name and style of M/s Aura Vista, Developed by GBD group, village Kahangarh and Shergarh, Tehsil Patran and Distt. Patiala. As per application form The total project is having total area of 106785 sqm (22.78 Acres) and is proposed to have 211 no. Residential plots, 48 no commercial plots, 1.14 Acre ESW sites, 1 School along with utilities. License to Develop the Colony for commercial project The owner of M/s Aura Vista, Developed by GBD group, village Kahangarh and Shergarh, Tehsil Patran and Distt. Patiala has obtained CLU/LOI for setting up of residential colony in the name of Aura Vista in an area of 182 Kanal, 5 marla (22.78 Acres) at village Kahangarh and Shergarh, Tehsil Patran and Distt. Patiala from the O/o The Competent Authority (Under PAPR Act,1995) - Cum – CA, PDA, Patiala vide letter no. 32172 dated 1.10.2025. Approved Layout Plan The project proponent has submitted copy of approved layout plan for developing land as commercial project as approved by Senior Town Planner, vide letter no. 1003 dated 19.06.2025 showing the location of STP and proposed green area to be developed. NOC Fee: The project proponent has deposited fees of Rs. 28800/- vide R No. 560003486 dated 15.03.2026 as NOC fee against the project cost of Rs. 2217 lakh, which is adequate for one year under Orange category. Water Pollution As per the feasibility report submitted by the project proponent, the total fresh water demand will be around 561 KLD and there will be generation of 219 KLD and same will be discharged partially on to land for plantation and partially into MC sewer. after treatment through STP . As per the feasibility report submitted by the project proponent, the total fresh water demand will be around 561 KLD and there will be generation of 450 KLD (55 KLD will be used into plantation area, after treated through STP, 219 KLD Flushing requirement recycled in the colony by providing Dual Plumbing line system of wastewater and remaining 178 KLD will be discharged into plantation area developed outside the colony in Khasra no. 56//4/2(4-13),56//5(3-14),56//6(1-16), 56//7/2(4-0). The project proponent has submitted affidavit that there will develop plantation area in the land of Sh. Harkesh Singh S/o Sh. Surjit Singh and Sh. Rajinder Singh S/o Sh. Surjit Singh both R/o Khanauri Kalan, Tehsil Moonak, Distt. Sangrur. The agreement is valid for 6 years. It is pertinent to mention here that the site is located near to the border of Distt. Patiala and Distt. Sangrur. The treated effluent will be discharged through underground pipeline. The project proponent has proposed to install STP of capacity for 450 KLD consisting of Sewage Inlet  Screening  Oil and Grease Trap  STP Collection Tank cum Equalization Tank  Moving Bed Biofilm Reactor (MBBR)  Secondary Clarifier (Sludge Holding Tank  Sludge Drying Beds / Dewatering machine)  Chlorine Contact Tank cum Filter Feed Tank  Pressure Sand Filter  Activated Carbon Filter  Clear Water Tank (Ultra- Filtration  UV Treatment  To be reused in flushing). Air pollution The project proponent has not proposed any D.G set. Solid Waste Non-liquid domestic refuse (commonly known as municipal solid waste – MSW) will be generated by the complex. Average quantity of this waste will be @ 0.2 Kg/capita/day from commercial project and 0.2 kg/capita/day for staff) will be generated from the project. As per the proposal, the Management of solid waste includes as under:- Bio-degradable waste – e.g., vegetable/putrescible matter etc. – about 50% (by weight). Total quantity of this waste is expected to be about 1300 kg/day. Recyclable rejects – e.g., plastic, paper, rubber, metal, etc. – about 40% (by weight). Total quantity of this waste is expected to be about 1000 kg/day Non-recyclable rejects – Inert matter about 10% (by weight). Total quantity of this waste is expected to be about 200 kg/day. About 100 Kg/Day solid waste will be generated as Primary/Secondary sludges from Sewerage Treatment plant (STP). These quantities needs solid waste management facility. Visit Report The proposed site of the residential-cum-commercial project was visited by the undersigned on 23.03.2026. During visit, it was observed as under: 1. The proposed site falls in the revenue estate Village Kahangarh and Shergarh, Tehsil Patran and Distt. Patiala. 2. The project proponent has constructed boundary wall of the proposed project site. 3. No construction activity pertaining to the project has been started. As per the boundaries of the site shown by the representative during visit, there is no air polluting industry falls within a radius of 100 m from the boundary of the project site and there is no MAH industry within a radius of 250 m radius from the boundary of the proposed site. Moreover, as per Department of Science, Technology & Environment and Non- Conventional Energy, Govt. of Punjab vide order no. 3/6/07/STE(4)/3770 dated 30/10/2009, the statutory master plan has been notified under the Punjab Regional and Town Planning and Development Act, 1995 (Amended) 2006, mixed land use or any other development/ construction which comes up as per the earmarked zone, in case of new residential/ commercial, there is no need to keep any additional distance from the existing industry from the environment point of view because these factors have already been considered while earmarking the use of land for different categories in the Master Plan, as per notification no. 6312 dated 11th August, 2009 issued by Department of Housing and Urban Development. Moreover, the proposed project is a residential and commercial and only plots will be sold by the promoter. Regarding the construction of commercial plots, EWS plots and independent floor, the total area of the project is 104717 Sq.yds acres (22.78 acres) with proposed total saleable area 55091.87 sqr. yards approx., which is very much less than 50 Hectare (120 Acres)/built up area of 1,50,000 sq. mtr. Hence the project does not cover under the ambit of under EIA notification dated 14/9/2006. The competency for grant of CTE to such units lies with the Chief Environmental Engineer being Medium Scale, Orange category unit as per the policy of the Board. In view of the above, May if approved, recommendations be sent to SEE, ZP-1 that the project proponent may be granted consent to establish from pollution angel for the above said project for one year with suitable conditions as per policy of the Board and some special conditions that: 1. The PP shall be bound to install sewage treatment plant (STP) of adequate capacity for treatment of entire wastewater to be generated from the colony. 2. The PP shall provide adequate plantation area for utilization of treated wastewater onto land for plantation. 3. The PP shall obtain necessary permissions from the concerned departments.
