It is intimated that HCF is a 5 bedded hospital. The HCF has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for domestic effluent @ 0.8 KLD into MC sewer. The HCF has submitted electricity bill as proof of date of commissioning and as per electricity bill the HCF commissioned in 28.12.2024. The HCF has deposited Rs. 6200/- vide online R/no. 653988887 dated 04.03.2026 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 6200/- vide online R/no. 47785645 dated 04.03.2026 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 30.12.2030, under both acts.
The HCF has submitted declaration, copy of agreement, date of commissioning proof, electricity bill, sewerage bill, approved building plan, rent deed, partnership deed, waste slips etc.
The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 05 beds, wherein MEM has undertaken the liability of collection, transportation and treatment/disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 30.11.2029.
The HCF was visited by Er. Simarpreet Singh, AEE on 01.04.2026 and it was observed that:-
1. The HCF is situated within the limits of Municipal Corporation, Ludhiana and has installed 05 beds.
2. The HCF has provided sodium hypo-chloride pre-treatment system for treatment of its trade effluent generated and the treated effluent is being discharged into MC sewer leading to terminal STP of Municipal Council, Jagraon.
3. The HCF made registered rent deed on dated 05.12.2024 with Sh. Narinder Pal Singh owner of the land & building and has provided the sewage disposal bill from Municipal Council, Jagraon which is registered with the name & style of Sh. Narinder Pal Singh Miglani.
4. The hospital has provided color coded bins as well as bags for the segregation of the Bio medical waste generated from the premises.
5. The HCF is properly segregating its Bio-Medical Waste and lifting the same to CBWTF.
6. The hospital has installed 01 no. DG sets of capacities 15 KVA with canopy and adequate stack height.
7. The HCF was earlier granted authorization under Bio-Medical Waste (Management & Handling) Rules, 2016 which was valid upto 30.11.2025 and the HCF has got renewed upto 02.12.2030 by using autorenewal facility provided by the Board.
The HCF is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Board’s vide order no. 379 dated 27.10.2023 the Competent Authority of the Board has decided that HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangement, subject to the condition that HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-medical waste Management Rules, 2016 as amended up to date and subsequent amendments if any.
Keeping in view of the above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF upto 31.12.2030 with usual terms and conditions.
