It is intimated that the project proponent has been granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2024/26664743 dated 08/09/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2024/26664699 dated 08/09/2024, both having validity upto 31/03/2026, for operation of a mall having 200 shops, 4 multiplexes and 5 restaurants in an area of 1,43,090 sq.ft. (13,292 sqm), subject to certain conditions.
Now, the project proponent has applied for obtaining renewal of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, alongwith requisite documents.
The industry has deposited Rs. 4,22,400/- vide UTR no. IDFBN62026022366996033 dated 23.02.2026 under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.03.2028 for both the Acts against the fixed assets of Rs. 107.54 cr. as on 13.01.2026.
Visit:
Accordingly, the industry was visited by undersigned on 31.03.2026 and during visit, it was observed as under:
1. The project is a shopping mall having food outlets, shops, multiplex etc. and is in operation. The mall was partially occupied during visit.
2. During visit, the mall contained the shops such as retail outlets at upper underground, ground and 1st floor; food outlets at ground and 3rd floor; multiplex at 4th floor. No restaurant was available in the mall related to microbrewery, which necessitates the requirement of ETP at site.
3. The project proponent has installed 02 no. tubewell in its premises for abstraction of ground water and flow meter has been installed with the same. The project proponent is maintaining record of readings of the flow meter installed with both the tubewell.
4. The project proponent has installed STP based on the FAB biological treatment technology in the basement section for treatment of domestic effluent being generated from its premises and same was in operation during the visit.
5. As per the record of the project, the STP is treating 22 KLD of wastewater daily.
6. The project has submitted the analysis reports for Outlet of STP from Chandigarh Pollution Testing Laboratory dated 14.02.2026 is tabulated as under:

From above, it is clear that the project proponent is complying with the prescribed standards.
7. The project proponent has provided dual plumbing system for reusing treated wastewater in the flushing purpose.
8. The project proponent is disposing the excess treated effluent into following methods:
i. Onto cooling towers/chillers after passing through softener.
ii. Onto land for plantation purpose/ land scaping within premises.
iii. Excess treated wastewater is discharge into MC sewer.
9. The project proponent has installed 02 no. DG sets, which is equipped with canopies and stack of adequate height.
10. The project proponent has provided the dedicated area for solid waste management where segregation of solid waste is practiced. The segregated solid waste is being lifted to the local recycler vendors and non-recyclable/ reusable waste is being lifted by the Municipal Council.
From above, it is clear that the project is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Recommendations:
In view of above, if may approved, the ‘consent to operate’ granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, may be renewed upto 31.03.2028 with usual conditions & with following special conditions:
1. This renewal letter shall remain appended with the ‘Consent to Operate’ granted to the project proponent under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2024/26664743 dated 08/09/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2024/26664699 dated 08/09/2024, both having validity upto 31/03/2026.
