It is submitted that the Project proponent was granted Consent to operate of the Board under the Water Act, 1974 vide no. CTOW/Renewal/BTI/2024/24495787 dated 13.02.2024 and Air Act, 1981 vide no. CTOA/Renewal/BTI/2025/28135551 dt. 19.03.2025, both valid upto 31.03.2026 for operation of Residential colony namely 'DD Mittal Towers, Phase-1' with 554 no. of apartments having built-up area of 48820 sqm for disposal of Domestic effluent @ 180 KLD after treatment in the STP shall be utilized for plantation and flushing purposes through a dual plumbing system, and the surplus treated effluent shall be discharged into the Municipal Committee (MC) sewer.
Now, the industry has applied for renewal of consent to operate under the provisions of Water Act, 1974 and Air Act, 1981 through online of OCMMS. The industry has deposited consent fee of Rs. 240000/- vide R.no. 149563233 dated 05.03.2026 under Water Act, 1974 and Rs. 240000/- vide R.no. 226003844 dated 05.03.2026 under Air Act, 1981 against the fixed assets of Rs. 71.20 Cr, which is adequate upto 31.03.2029.
The industry was visited by Er. Bhisham, AEE on 30.03.2026 and it was observed as under: -
1. The colony has developed 554 flats, & 24 no. SCO’s & Booths inside the premises.
2. The STP of capacity 350 KLD has been installed which consists of Sewage Collection SumpScreen ChamberOil & Grease ChamberSewage Collection-cum-Equalization TankMBBR Reactor I & II Tube Settler Tank Filter Feed TankPressure Sand FilterActivated Carbon Filter Chlorinationoutlet.
3. The colonizer has installed electromagnetic flow meter at the outlet of the STP .
4. The STP installed by the colonizer was in operation, and effluent sample has been taken from outlet of STP and the same was sent to the Head Office Lab for analysis. As per the analysis report (Copy Enclosed) concentration of various parameters is found as pH= 8.0, TSS=32 mg/l, COD=43mg/l, BOD=9mg/l, Fcoli=450 MPN and O&G=BDL mg/l. The results reveals that the unit is complying with the effluent discharge standards.
5. The colonizer has made arrangement to reutilize part of the treated effluent for flushing by providing dual plumbing, plantation developed along its periphery, parks etc. and remaining surplus treated effluent is being discharged into MC sewer.
6. The colonizer is lifting its solid waste to authorized vendor of MCB.
7. The colonizer has installed one DG set of capacity 625 KVA with canopy and stack of adequate height.
8. The colony is complying with the provisions of Water Act, 1974 and Air Act, 1981.
Keeping in view the above, it is recommended that validity of consent under the Air (Prevention & Control of Pollution) Act, 1981 may be extended up to 31.03.2029 with the suitable conditions
