It is submitted that the proposed project is an industrial park comprising plotted development over a total land area of approximately 35 hectares. As per the provisions of the EIA Notification, 2006 and its subsequent amendments, area development projects including industrial estates/parks are covered under Item 8(b) only if the total area is more than 50 hectares or the built-up area exceeds 1,50,000 square meters.
In the present case, the total project area is below the stipulated threshold and no built-up area has been specified at this stage. Therefore, the project does not attract the provisions of the EIA Notification, 2006. However, individual units to be established within the industrial park shall obtain Environmental Clearance, if applicable, as per the EIA Notification.
With respect to site suitability, the proposed site is located at Village Rajgarh, Tehsil Rajpura, District Patiala, for which Change of Land Use (CLU) approval has been obtained from the competent authority. The site has been demarcated and no construction activity has been initiated so far. The surrounding area has existing industrial and commercial activities, indicating compatibility of land use.
In view of the above, the site may be considered suitable subject to strict compliance of environmental safeguards, proper wastewater management, and regulation of permissible industrial activities within the park.
