Respected Sir,
The site was visited by the undersigned along with the JEE of this office on 24.03.2026.
1. It was observed that the unit had already been established and was operating without obtaining the required consent. Subsequently, the industry submitted an online application for a fresh Consent to Establish (CTE)/NOC instead of applying for Consent to Operate (CTO).
2. The address mentioned in the application form is Village Malkana, Tehsil Samana, District Patiala, whereas the actual location of the unit is in Village Mavi Kalan.
3. The project proponent has not submitted the Land Use Classification / Change of Land Use (CLU) document.
In view of the above, it is recommended that the case may either be refused or returned at your level.
