It is intimated the industry is a small scale red category washing unit and was earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH3/2025/30307053 dated 11/12/2025 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2025/30307086 dated 11/12/2025 for Washing of Knitted Cloth @ 1 T/day with discharge of trade effluent @ 5.8 KLD and domestic effluent @ 0.2 KLD into CETP 50 MLD along with operation of baby boiler of capcity 0.3 TPH, both were valid upto 10/03/2026
Further the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 was issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 10/03/2026 vide Board’s letter no. 7126-27 dated 11/12/2025
Previously Notice u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987 were issued to the industry with an opportunity of personal hearing before the Chief Environmental Engineer of the Board, Ludhiana on 28.02.2024 in which the Competent Authority of the Punjab Pollution Control Board, in exercise of the powers conferred upon it u/s 33-A of the Water (Prevention & Control of Pollution) Act. 1974 as amended in 1988, issued the following directions:
1. That, the industry shall close down its operations, not to operate the unit and dismantle and remove all outlets and stop forthwith discharging its wastewater Into CETP conveyance system or sewer or through any other mode.
2. That, the industry will not restart any process unless all necessary water control measures are taken and concentration of various pollutants in its treated trade effluent conforms to the standards laid down by the Board for such type of discharges.
3. That, the industry will not restart until it obtains the consent of the Board u/s 25/26 of the Water (Prevention & Control of Pollution) Act, 1974.
4. That, the Punjab State Power Corporation Limited authorities shall disconnect the supply of electricity available to the industry.
Accordingly, direction u/s 33-A of Water Act, 1974 & 31-A of Air Act, 1981 were issued to the PSPCL authorities to disconnect the electric connection of the industry vide no. 2512 dated 19.04.2024. In compliance of above said directions PSPCL had disconnected the electric connection of the industry vide TDCO no. 274/52 dated 20.05.2024
Thereafter the industry was visited three times i.e. on 19.07.2024, 19.03.2025 and 15.11.2025 and was found complying under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Now the industry has applied for of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the same production and discharge i.e. washing of Knitted Cloth @ 1 T/day with discharge of trade effluent @ 5.8 KLD and domestic effluent @ 0.2 KLD into CETP 50 MLD along with operation of baby boiler of capcity 0.3 TPH
The industry had already deposited Rs. 15,900/- vide UTR no. SBIN222274545006 dated 01.10.2022under the Water (Prevention & Control of Pollution) Act, 1974 & Rs. 7700/- vide UTR no. SBIN222274540988 dated 01.10.2022 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.05.2029 under both acts.
The industry has submitted the area classification certificate from the DTP, Ludhiana vide no. 2396/DTP-(L)/M2A dated 29.09.2022 stating that the site is situated in the Industrial Land Use Zone.
The industry was visited by the AEE of this office on 25/03/2026 and observed that:-
1. During the visit, the industry was found non-operational. No raw materials were present at the site, and neither fabric/yarn nor wood for the boiler was available.
2. The industry has installed one winch machine , one hydro and two pole dryer only.
3. The industry has installed one wood based baby boiler with adequate stack height.
4. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry holds 6 Shares of CETP 50 mld.
5. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry was visited three times i.e. on 19.07.2024, 19.03.2025 and 15.11.2025 and was found complying under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981
In view of above, it is recommended that:
1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for washing of Knitted Cloth @ 1 T/day with discharge of trade effluent @ 5.8 KLD and domestic effluent @ 0.2 KLD into CETP 50 MLD may be granted to the industry for six months.
2. Directions u/s 33-A of Water Act, 1974 and 31-A Air Act, 1981 may be issued to the PSPCL Authorities for the permanent restoration of the electric connection of the industry.
