File Note: • The industry is a small scale orange category unit. • Earlier, the industry was visited by Er. Rozert Dhamija, AEE during routine visit to the area on observing black smoke from the chimney and it was observed that the industry was in operation during visit. The industry is engaged in the manufacturing of Auto parts. The industry has installed 02 no. forging furnaces and other allied machinery for machining purpose. The one forging furnace was in operation during visit and black smoke was observed from the chimney of the forging furnace. The industry owner informed that they are using furnace oil from the dealer. The dealer’s godown has earlier been visited by the undersigned and found mixing furnace oil with other types of fuel. The industry was not having valid Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as per record of this office. • Thereafter, the industry was issued Notice u/s 31-A of Water (Prevention & Control of Pollution) Act, 1974 and alongwith show cause notice for violation of Water (Prevention & Control of Pollution) Act, 1974 with an opportunity of personal hearing before Chief Environmental Engineer, Zonal Office, Jalandhar on 19.06.2025, wherein it was decided that:- 1. The industry shall use only specified liquid fuels marketed and supplied by the oil companies authorized by the Government of India, including Low Sulphur Heavy Stock (LSHS), Light Diesel Oil (LDO) and Propane, Butane, etc., having Sulphur content not exceeding 1.8% by weight, as allowed under fuel policy of Punjab. 2. The industry shall submit Bank Guarantee of Rs. 50,000/- within 15-days as an assurance that it will only utilize fuel from oil companies authorized by the Government of India as prescribed in the fuel policy of Punjab. 3. The Regional Office, Jalandhar shall visit the industry after 1 month, verify the fuel being used by the industry and submit report and recommendations, accordingly. • Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 with and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Scaffolding And General Casting @ 3.0 Metric Tonnes/Day by using M.S Sheets And Rods @ 3.2 Metric Tonnes/Day as raw material and detail of the same is as under :- 1. The industry has deposited Rs. 92,400/- under Water Act, 1974 vide UTR. No. 104836390 dated 23.03.2026 and Rs. 92,400/- under Air Act, 1981 and balance fee vide UTR. No. 591410764 dated 12.09.2025 against the fixed assets of Rs. 310.838 lacs, which are adequate upto 27.08.2027. 2. The industry has submitted approved building plan from Competent person under Factories Act, Punjab. 3. The industry has submitted demand note for change its power load as per proof of date of commissioning. 4. The industry has submitted partnership deed, manufacturing process, deed of conveyance with the application. 5. The industry has submitted bank guarantee of Rs. 50,000/- valid upto 12.03.2027. • The industry was visited by undersigned on 01.04.2026 and observed that :- 1. The industry was in operation and is engaged in manufacturing of Scaffolding and General Casting at site. 2. The industry has installed 2 no. shot blasting machines with common bag house as APCD and adequate stack height. 3. The industry has installed 1 no. induction billet heater with the forging hammer of capacity 1 ton and has installed 1 no. forging furnace with hood and stack using furnace oil at site. The industry has submitted copy of bill for purchase of furnace oil S Max 1.8 dated 12.12.2025. 4. There is no source of trade effluent generation only domestic effluent is being discharged into sewer. The industry is a small scale orange category unit and competency to decide such type of case lies with Senior Environmental Engineer, Zonal office, Jalandhar. Recommendation:- Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 with usual condition as per policy of the Board.
