In ref. to the observation raised, it is brought out that the last CTO under the Water Act, 1974 was granted to the industry for the following effluent disposal arrangements:
"Trade Effluent @ 0.7 KLD - The industry has installed ETP alongwith evaporator of capacity 1 KLD to evaporate all the treated wastewater to achieve ZLD .
Domestic Effluent @ 2.5 KLD - Discharged into PSIEC Sewer"
In the application form of the said consent applied, the industry had proposed same effluent generation and disposal arrangements.
Now, in the present application, the industry has again proposed same effluent generation quantity and disposal arrangements i.e. Trade Effluent @ 0.7 KLD - ETP & ZLD, Domestic Effluent @ 2.5 KLD - Into PSIEC sewer.
As per the visit report of the industry by the RO; the industry has installed an ETP of capacity 1 KLD and the same was in operation during the visit. The components of ETP include bar screen chamber, equalization tank, filter press, MBBR tank, Tube settler, Treated water tank, PSF, ACF, Ion exchange tank, holding tank and lastly evaporator. As per record maintained by the industry, in the last three months, the industry has consumed fresh water @ 140 KL per month. Out of it, avg 28 KL per month is being utilized for DI permit and 26.2 KL per month is treated in ETP cum evaporator. Around 100 KL avg per month is being utilized in cooling towers and the remaining is being used for domestic purpose. The industry has provided double stage RO and the RO reject is being utilized partially for flushing and gardening and partially in cooling tower.
The matter was discussed telephonically with the visiting officer and it was brought out that the industry is not treating any effluent/ treated effluent through the RO Plant and only treating fresh water feed through the RO system to get DI Permeate for use in process/ plant and the fresh water RO reject is being utilized partially for flushing and gardening and partially in cooling tower; which can be allowed for gardening purpose being RO reject generated from fresh water RO treatment.
