Earlier, the industry was small scale orange category unit and initially granted CTE vide CTE/Fresh/LDH3/2020/11738035 dated 29.02.2020 valid upto 28.02.2021 for production of Insecticides Granule/ Tablets @ 20 MTD,Insecticides Powder @ 20 MTD and Insecticides Liquid @ 30 KLD by using Various Grades of Insecticides (ThiophanateMethyl Tech, Silica etc.) @ 18.4 MTD, Various Grades OfInsecticides (Sodiumn/Alkyl & Poly etc.) @16 MTD, Various Grades OfInsecticides (Glyphosate, Ethyleneamine,Buprofezin, Bifenthrin, Emulsifier etc.) @ 13MTD, Lactose etc. @ 4 MTD,Glue/Thickner/Cmc etc. @ 1.1 MTD, AlkylAgent etc. @ 2.3 MTD, C-IX Solvent @ 2.5KLD, Distilled Water/Water etc. @ 10KLD and Thinner/Defoamer etc. @ 7.7 KLDas raw material, which was further renewed twice by the unit through autorenewalmode which is valid up to 06.11.2026.
Further, the industry has applied for “Fresh consent to operate” under Water Act, 1974 and Air Act, 1981 and the same was retuned due to the reason that industry has submitted CLU for 1.946 acres whereas its some area were acquired due to construction of national highways thereby requiring new building plan and CLU.
Now, the industry has applied “Fresh consent to operate” under Water Act, 1974 and Air Act, 1981 small scale red category unit for production of Insecticides Granule/ Tablets @ 20 MTD,Insecticides Powder @ 20 MTD and Insecticides Liquid @ 30 KLD by using Various Grades of Insecticides (ThiophanateMethyl Tech, Silica etc.) @ 18.4 MTD,Various Grades Of Insecticides(Sodiumn/Alkyl & Poly etc.) @16 MTD, Various Grades Of Insecticides (Glyphosate, Ethyleneamine, Buprofezin, Bifenthrin, Emulsifier etc.) @ 13MTD, Lactose etc. @ 4 MTD,Glue/Thickner/Cmc Etc. @ 1.1 MTD, AlkylAgent etc. @ 2.3 MTD, C-IX Solvent @ 2.5KLD, Distilled Water/Water etc. @ 10KLD and Thinner/Defoamer etc. @ 7.7 KLD as raw material.
The industry has submitted the revised documents. The complete set is summarized as below (attached).
The industry has deposited Rs. 89300/- Vide online R/No. 821927427 dated 05.02.2026( Rs. 74400/- under Water Act, 1974, Rs. 14400 NOC regularization fees and Rs. 500 for application form fees) and Rs. 74400/- Vide online R/No. 376369708 dated 05.02.2026 under Air Act, 1981, fees is adequate up to 31.12.2031.
The industry was visited by AEE Lovinder Singh Mann on 26.03.2026 and observed as under:-
1. The proposed site is situated at Chak Kalan Road, Humbran, Distt. Ludhiana.
2. The industry was not in operation during the visit.
3. The Industry has 2 no. tubewells one for its process needs and other for fire fighting needs. The industry has installed water meter at the process tubewell.
4. The industry has installed insecticide section, herbicide section, powder section and granulation section. The Industry carries out blending and mixing of products to make the required products.
5. The Insecticide section consists of 4 no. vessels for mixing/blending, herbicide section consists of 3 No. vessels for blending/mixing.
6. The Powder section consists of Pre Blender vessels > Air classification mills consisting of grinding section > Post blender vessel. The air classification mill consists of in built bag filters.
7. The granulation section consists of one chute as a feeder to the granulation machine.
8. There will be generation of 0.1 KLD trade effluent from utensil washing/Lab waste from industry. As per NOC, industry has proposed to install bio-logical solar evaporation system for the treatment of the effluent generated from lab stating that the ETP is not feasible as the generation of trade effluent shall be very low. As per feasibility report, industry was to provide tank of diameter 14 feet which depth of 6 feet (with free space of 2.5 feet). The proposal was to use residue as manure on to land for plantation/agriculture. However as per current visit, a smaller square evaporation tank has been constructed having dimensions of 2’ x 2’ x 3’ which is not in line with NOC.
9. The domestic effluent @ 0.5 KLD will be discharged onto land for plantation after septic tank.
10. The industry has also installed one sealing and labeling machine in wghich product is filled in outsourced bottles and sealed band labeled.
11. The project proponent has proposed to installed one DG set of capacity 125 KVA and also proposed to provide canopy on the same. There is no other air polluting machinery.
In view of above, it is recommended that
1.0 Show cause notice for refusal of consent to operate under Water Act, 1974 be issued to the industry with opportunity of personal hearing.
2.0 Consent to operate under air act, 1981 be granted to the unit up to 31.12.2031.
