File Note: It is submitted that the industry is large scale orange category unit and was granted 'Consent to Operate' under the Water Act, 1974 vide no. CTOW/Varied/LDH2/2021/15540314 dated 28/05/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no CTOA/Varied/LDH2/2021/15538870 dated 01/06/2021 valid upto 31/03/2026 for the manufacturing of CYCLES TYRES @ 135000 Numbers/Day and CYCLES TUBES @ 135000 Numbers/Day with special conditions as under: 1. The industry shall operate its boiler APCD regularly and efficiently. 2. The industry shall not use any other fuel in the boiler furnace except rice husk. Earlier, the industry was visited surprisingly by EE and JEE of RO, Faridkot along with JSO of the Zonal Lab, Ludhiana as per the protocol visits being carried out for the large scale industries on 30.12.2025 and it was observed as under: 1. The industry was in operation and is engaged in the process of Manufacturing Tyres & Tubes of Ralson and Ralco Brand. 2. The industry has provided various sheds for manufacturing the same and has installed machinery such as Calendars, Tyre Building machines, chop extruders, splicers, Curing press, Extruders etc. Detailed Process: For manufacturing Cycle Tyres Rubber, Oil & chemicals – Mixing - Tread Preparation Fabric/Cord – Calendaring - Bias/Monoband Ply Steel wire – Coating – Wrapping From above three separate process Green Tyre is built then - pricking/label pasting – shaping - curing/moulding - Decorative lining – inspection – Packing - Dispatch. Manufacturing process of Cycle Tube: Raw Material Mixing – Extrusion - green Tube – valve - Punching hole - Moulding – splicing – shaping - moulding. 3. The industry does not generate any trade effluent from its process and the domestic effluent generated is discharged into M.C. Sewer line. 4. The requirement of heat during the process is met from the boiler section. The industry has installed 02 no. Rice husk fired boilers @18 TPH each (Thermax made) (out of which one is stand by). 5. The industry has installed separate multicyclone cum pulse-jet bag house filter separately with both the boilers having common stack of adequate height. 6. The industry has provided multicyclone in parallel combination to Bag house filter. The multicyclone is operated during initial firing stage uptill stabilization along with Bag house filter which is continuously operated. The air emission samples were collected from stack and same have been sent to Zonal Lab Ludhiana for its analysis. 7. The industry has provided pneumatic ash handling system with storage silo for collection of ash. 8. The industry has equipped the silo with conditioner where in reject effluent generated from Boiler D.M Plant is used for ash quenching. 9. The industry has installed energy meter over the APCDs in Boiler section and is maintaining its record. 10. The industry is discharging flash steam condensate into garland drain connected to M.C. sewer. 11. The industry has installed 05 no. Tubewells for extraction of ground water. All the Tubewells are having water meter installed and the industry is having permission from PWRDA & paying charges for the same. The extraction of fresh water during Nov/2025 was 11874 m³, in October @13287 m³ and in September @ 11568 m3. 12. The industry is maintaining ash disposal record based on daily trips of movement vehicle. The ash is disposed-off for utilization in Brick manufacturing, land filling etc. as per requirement & demand. 13. The industry has installed 04 no. D.G. sets out of which 02 no. are of Capacity @ 2000 KVA and other 02 are of capacity @ 1500 KVA which are installed in acoustic enclosure room with 30 m stack heights. 14. The industry has provided HW Room with lock & key and danger sign and has stored approx. 600 Litres of HW cat. 5.1 in drums and is maintaining its record. Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 29051.68 Lacs as on 28/02/2026 as per CA Certificate dated 26/03/2026, which is adequate upto 31/03/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018. The industry has deposited NOC Regularization fee for increase in the fixed assets. The site of industry was visited by the undersigned alongwith Environmental Engineer on 01.04.2026 and it was observed as under: 1. The industry was not in operation due to annual audit. 2. The industry manufacture cycle rubber tyres and tubes. 3. The industry has installed 3 no. Banbury Mixing machines. Out of these 3 No. Banbury Mixing machines, 2 are attached with dual bag filters as APCD with stack of adequate height and remaining 1 No. Banbury machine is attached with dual bag filters as APCD with stack of adequate height. 4. The industry has installed 5 No. tyre manufacturing section and 4 no. tube manufacturing section. 5. The industry has installed 2 no. boilers of capacity 18 TPH each and provided multi cyclone and bag filter house as APCD separately and further attached with common stack of adequate height. The industry is using rice husk as fuel in the boiler furnace. The industry is operating only one boiler @ 18 TPH and remaining is standby. The industry has provided Silo of capacity 50 Ton for the storage of fly ash in scientific way. 6. The industry has installed energy meters with the APCD attached with the boiler section. The industry is maintaining the record of the same on daily basis. The reading of the energy meters 14568.4 kWh and 77.33 kWh. 7. During the visit on 31.12.2025, the air emission samples were collected from common stack of 02 no. Boilers of capacity 18 TPH each and as per the analysis report received from Zonal Lab, Ludhiana, SPM is report as 43 mg/Nm3 against 150 mg/Nm3, which is within the permissible limits prescribed by the Board. 8. There is no source of generation of any kind of trade effluent and the domestic effluent generated within the premises is being discharge into sewer. 9. The industry has mended the steam condensate recovery and now reuses it again in the boiler section. 10. The domestic effluent of the industry is being discharged into the sewer. 11. The industry has submitted a purchase order given to M/s S.S Enterprises for a 250 KLD MBBR technology based STP dated 24.07.2025. 12. The industry has installed 4 nos. D.G sets of capacity 1500 KVA (2 no.) and 2000 KVA (2 no.) with acoustic enclosures provided. 13. The industry hazardous waste agreement for category 5.1 with M/s Aggarwal Manufacturing Co., Ludhiana and 33.1 with M/s G.N Enterprises, Ludhiana. It has lifted waste oil @ 800 ltr on 09.01.2026. 14. The industry lifts fly ash to Sh. Bhupinder Singh for earth filling at brick kiln place and for mixing in agricultural land. 15. The industry has submitted area classification certificate issued by the DTP vide his letter no. 1328 dated 16.05.2012 which shows that the site is situated in industrial zone, as per the notified Master Plan, Ludhiana (2007-21). 16. The industry is complying with the previous of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. In the subject cited case, the industry has mentioned ground water extraction @ 670 KLD. Considering 25 working days per month, ground water extraction will be 16750 KL/month, which is more than exempted quantity. The industry has obtained permission for ground water extraction from PWRDA vide no. PWRDA/I/09/2023/L3/111 dated 26.09.2023 valid upto 25.09.2026. It is therefore recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31/03/2029 with suitable conditions as per policy of the Board.
