File Note: It is submitted that the industry is a large-scale red category textile processing unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2021/15814371 dated 01/07/2021 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2021/15649952 dated 28/06/2021, both having validity upto 31.03.2026 for various raw material and products as under: Raw material: 100% COTTON YARN @ 10.2 MTD 100% COTTON KNITTED FABRIC @ 2.0 MTD NON-COOKING COAL@ 162 MTD RICE HUSK @ 150 MTD Products: MERCERISED AND DYED YARN @4.4 MTD. YARN PACKAGE DYEING @6 MTD KNITTED FABRIC MERCERISING @2 MTD CO-GENERATION PLANT @ 4.8 Megawatt Now, the industry has applied for obtaining renewal ‘consent to operate’ under the Air (Prevention & Control of Pollution) Act, 1981, alongwith requisite documents. Fee details: The industry has deposited Rs. 725400/- vide R No. 600664640 dated 20.03.2026 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 720000/- vide R. no. 675823398 dated 20.03.2026 under the Air (Prevention & Control of Pollution) Act, 1981, against the total cost of fixed assets is Rs. 120.83 Cr. (considering NOC regularization fee), which is valid upto 31.03.2031. Visit: The site of the industry was visited by undersigned along with then Environmental Engineer, RO SAS Nagar on 07.01.2026. During visit, it was observed as under: 1. The unit is engaged in dying of yarn & is in operation. 2. The ETP based on physio-chemical and biological treatment was operational during the visit. 3. Domestic effluent for residential quarter is being sent to aeration tank of ETP. 4. Readings at outlet of ETP is 2457178 m3. The industry is maintaining the record with average treated wastewater discharge of 450 KLD. 5. The industry is using treated wastewater for plantation developed as per Karnal Technology in an area of around 20 acres. The said area is not maintained properly and wild growth is observed in the said area. 6. Sludge is stored in sludge dying beds in very haphazard manner, which were full upto the brim and over flowing. 7. As per the record of the industry is last lifting of hazardous waste was carried out the 08.12.2025 with quantity of 13.94 tonne. However, the large quantity of hazard waste of category 35.3 is still present in the premises of the site indicating the ill practice in the management of the hazardous waste by the industry. Further, as per the record submitted by the industry has exhausted the generation limit of the waste of category 35.3 as consented in the authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 8. The industry has installed OCEMS meter at outlet of ETP with the readings as under: COD- 33.32 mg/l, BOD- 4.77 mg/l, TSS- 54.58 mg/l and pH- 7.66. 9. The industry has installed one no. of boiler of capacity 10 TPH based on rice husk with twin cyclone as APCD. Sampling has been carried out for the same. 10. As per the above visit, the industry was issued show cause notice for violations of provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which will be held on 06.04.2026 before the Chairperson of the Board. Recommendations: In view of above, it is recommended that the consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused please.
