File Note: It is submitted that earlier the project proponent was granted fresh consent to establish (NOC) under red category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2024/24817004 dated 14.02.2024, valid till 13.02.2025 for establishment of residential-cum-commercial project consisting of residential plots @ 96 no., independent floor @ 15 no., EWS plots @ 18 no. and commercial plots @ 15 no. with disposal arrangement that Domestic Effluent @ 109 KLD - After treatment in STP of Capacity 200 KLD, 44 KLD will be reused for flushing purposes, 65 KLD will be discharged onto land for plantation as per Karnal Technology in an area of 2226 Sqm which was further extend upto 12/02/2026, with certain conditions. Now, the project proponent has applied extension of consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of residential-cum-commercial project consisting of residential plots @ 96 no., independent floor @ 15 no., EWS plots @ 18 no. and commercial plots @ 15 no., along with requisite documents. The project proponent has deposited Rs. 14,000/- vide R no. 634009175 dated 25.03.2026 as NOC fee, which is adequate for one year against the total proposed cost of the project Rs. 1569 lacs. The project proponent has submitted request letter which is reproduced as under: “We have applied NOC extension for our project Motia Sunrise Avenue. Project will be completed within two years and the STP has been installed.” The project proponent has submitted compliance report of the previous consent to establish (NOC) obtained by it. The site of the project was visited by the undersigned on 01.04.2026 and contacted Mr. Umesh Dhiman (Construction Incharge) (8626912303). During visit it was observed as under: 1. The project has started the construction work. 10 no. EWS plots have been constructed out of 18 and the construction of independent floors (G+3 configuration) has also been started. However, no occupancy in the project proponent has been provided yet. 2. Further, the structure work of commercial plots has been completed upto G+2 and the construction work of 4 no. residential plots is under progress at ground floor level. 3. The representative informed that the 96 no residential plots will be constructed by individual plot owners and they will just be selling the plots. 4. The work of internal roads network is being carried out. 5. The project proponent has almost completed the construction work of STP. The project proponent is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and also with the conditions of earlier consent to establish (NOC) granted to it. In view of the above, it is recommended that Consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 earlier granted vide no. CTE/Fresh/SAS/2024/24817004 dated 14.02.2024, valid till 13.02.2025 for establishment of residential-cum-commercial project consisting of residential plots @ 96 no., independent floor @ 15 no., EWS plots @ 18 no. and commercial plots @ 15 no. with disposal arrangement that Domestic Effluent @ 109 KLD - After treatment in STP of Capacity 200 KLD, 44 KLD will be reused for flushing purposes, 65 KLD will be discharged onto land for plantation as per Karnal Technology in an area of 2226 Sqm which was extend upto 12/02/2026, only may be further extend for one years, subject to all terms & conditions as mentioned in the earlier CTE granted to the project. *Competency: Chief Environmental Engineer
