CTE/Fresh/SAS/2025/28329095 dated 07.05.2025, valid till 31.03.2026 with certain conditions Raw Material LDPE , LLDPE , PP granules ( Virgin ) @ 3 Metric Tonnes/Day and Compostable ( Bioplastic ) granules @ 1 Metric Tonnes/Day Product LDPE / PP Plastic packaging bags with printing @ 4 MTD and Compostable bioplastic packaging bags with printing @ 1 MTD Special conditions 1. The industry will comply with the notification of the Government of Punjab Department of Local Government (LG-4) with letter and spirit. 2. The industry shall submit the CIPET report at the time to obtain consent to operate of the Board. 3. The industry shall submit approved site plan from the Competent Authority. The project proponent has applied fresh Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 Raw Material LDPE , LLDPE , PP granules ( Virgin ) @ 4 Metric Tonnes/Day Product LDPE / PP Plastic packaging bags with printing @ 4 MTD Fee details The project proponent has submitted CA certificate with the value of fixed assets of Rs. 3.44 crore. The project proponent has deposited Rs. 58,500/- vide R no. 938042361 dated 04.02.2026 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 58,800/- vide R no. 859029416 dated 04.02.2026, which is adequate till 31.01.2033. Observation Reply In previous application following observation were raised. Now the project proponent has submitted reply of the same. 1. Regarding submission of CIPET report: The CIPET report has not been submitted as currently the unit is not going to manufacture compostable/biodegradable plastic packaging bags. The same has been updated in the application form. Further, it is clarified that if in future we intend to manufacture compostable material, we will submit the CIPET report to the Board and accordingly apply for varied consent to operate. 2. Regarding raw material and product details: In reference to the observation, the details of raw materials and products have been reviewed and corrected. The necessary updates have been made in the application form accordingly. Document - Partnership deed, Sale Deed, Building Plan  The project proponent has submitted partnership deed made on 02.08.2024 between Mr. Karnail Singh and Mrs. Charanpreet Kaur.  The project proponent has submitted sale deed of the land made on 29.10.2024 between M/s KSI Medicare Pvt. Ltd and M/s HSG Packaging Industries.  The project proponent has submitted approved site plan from the competent person under Factory Act. Visit The industry was visited by the undersigned on 25.03.2026 and during visit it was observed as under: 1. The industry was not in operation. The industry has installed the machinery for the manufacturing of plastic packaging material with printing. 2. The domestic effluent generated from the industry is being discharged into MC sewer. 3. No trade effluent is being generated from the process. 4. No DG set has been installed by the project proponent in its premises. Recommendation In view of above, it is recommended that the Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted till 31.12.2030 with suitable and additional conditions 1. The industry shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB. 2. The industry shall not discharge any effluent at any time or any other unauthorized place by any unauthorized means. 3. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments. 4. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. *Competency –Environmental Engineer
