It is submitted that the industry is a small scale orange category bakery unit and same was granted consents to operate under Water Act, 1974 & Air Act, 1981 on 15.02.2021 valid upto 30.09.2025 for production of Bakery items like Biscuits, Bread, Pastry, Patties, Cake etc. @ 300 Kg/day with Trade effluent @ 15 KLD to be discharged into PSIEC sewer after treatment in ETP and domestic effluent @ 2.0 KLD to be discharged into PSIEC sewer,
The industry was visited by officer of the Board on 04.09.2025 and during visit ETP installed by the industry was found not in operation and in dismantled condition. The wastewater was being discharged into sewer without any treatment. Accordingly, show cause notice for violation of the provisions of Water Act, 1974 & Air Act, 1981 was issued to the hotel alongwith an opportunity of personal hearing before the Senior Environmental Engineer (B) of the Board on 02.12.2025.
After hearing the representative of the industry and officers of the Board and the materials facts on record, the Senior Environmental Engineer (B) decided that :-
1. The industry shall make the effluent treatment plant (ETP) installed in operational condition for treatment of waste water generation, within 15 days.
2. The industry shall submit a bank guarantee amounting to Rs. 50,000/- (valid for at least one year), within one week to the Regional Office, Bathinda of the Board as an assurance to comply with the provisions of the Water Act, 1974.
3. The industry shall dismantle the bye-pass facility, immediately and shall operate the ETP regularly & efficiently to achieve the prescribed standards at all the times.
4. The industry shall install separate water meter and energy meter for ETP and the Industry shall maintain proper record of ETP operation w.r.t. water meter, energy meter, chemical consumption, etc.
5. The industry shall use fuel in the furnaces as per fuel policy issued by the Government and shall ensure that no black smoke is emitted in future.
6. The industry shall apply for obtaining consents to operate of the Board under the provisions of the Water Act, 1974 & Air Act, 1981, within 15 days.
7. During hearing, it has been made clear to the representative of the industry that in case of non-compliance of decisions of the hearing within stipulated period or if any violation(s) observed under the provisions of the Water Act, 1974 & Alr Act, 1981 in future, further action as deemed fit shall be Initiated by the Board under the said Acts without any further notice/opportunity.
8. The Environmental Engineer, Regional Office, Bathinda shall visit the industry to verify the compliance at site, collect the effluent sample of ETP, check the operational record and process the consent applications under Water Act, 1974 & Air Act, 1981, on merits.
In compliance of decision mentioned at S.no. 2 of the proceedings of hearing dt. 02.12.2025. The hotel has submitted bank guarantee amounting to Rs. 50,000/- vide no. 034GT02260060002.
In compliance to the decision mentioned at S.no. 8 of the proceedings, the industry was visited by Er. Bhisham, AEE and Er. Harjeet Singh Virdi, JEE on 05.03.2026 and during following observation were observed: -
1. The industry was in operation during visit and engaged in the manufacturing of bakery items i.e. Biscuits, Breads, Cakes etc.
2. The industry is generating trade effluent by washing of its utensils as well as floor washing. The industry has installed an ETP for the treatment of trade effluent generated from the premises. Now the industry has made its ETP operational and during visit effluent was collected from the outlet of ETP leading to PSIEC sewer and the same was sent to the Head Office Lab for analysis. As per the analysis report (copy enclosed) concentration of various parameters is found as pH= 8.4, TSS=26 mg/l, COD=63mg/l, BOD=16mg/l and O&G=BDL mg/l. The results reveals that the unit is complying with the effluent discharge standards prescribed by the Board.
3. The industry has provided water meter & energy meter with ETP and is maintaining its record regarding operation of ETP.
Now the industry has applied for fresh consent to operate under the Air Act, 1981 and Water Act, 1974 under orange category for production of Bakery items like Biscuits, Bread, Pastry, Patties, Cake etc. @ 300 Kg/day.
The hotel has deposited Rs. 54000/- vide R.no. 393920489 dated 15.03.2026 under Water Act, 1974 and Rs. 54000/- vide R.no. 722924304 dated 15.03.2026 under Air Act, 1981, which is adequate upto 30.09.2030.
The industry was again visited by Er. Bhisham, AEE on 30.03.2026 and during following observation were observed: -
1. The industry was in operation during visit and it has also made its ETP operational now.
2. The industry has dismantled the bye-pass facility, which was earlier observed during visit dt. 04.09.2025.
3. The effluent treated through ETP was being discharged into PSIEC sewer. and is operating the ETP regularly & efficiently and is now achieving the prescribed standards.
4. The industry has installed separate water meter and energy meter with ETP and is maintaining the record of ETP operation.
5. The industry has installed LPG fired as well as diesel fired Bhathis with proper hoods and stack of adequate height. The industry has also installed electric ovens for baking purpose.
6. The industry has installed one DG set of capacity 62.5 KVA with canopy of adequate stack height.
The Industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
Keeping in view of above it is recommended that the consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for the period upto 30.09.2030 (adequacy of consent fee) with suitable conditions.
