File Note: It is submitted that M/s Hindustan Petroleum Corporation Ltd. (HPCL) was granted Consents to Operate vide no. CTOW/Fresh/MNS/2026/30961752 dated 09.03.2026 valid upto 31.03.2026 under the Water Act, 1974 and vide no. CTOA/Fresh/MNS/2026/30959913 dated 09.03.2026 valid upto 31.03.2026 for laying of pipeline for carrying Whit Oil i.e. (Motor Spirit, Superior Kerosene Oil & High Speed Diesel) @ 1485000 MT/Year, from Bathinda to Sangrur project for the part passing through district Mansa. Now, the industry applied for renewal of Consent to operate under the provisions of the Water Act, 1974 and the Air Act, 1981 for laying of pipeline for carrying Whit Oil i.e. ( Motor Spirit, Superior Kerosene Oil & High Speed Diesel) @ 1485000 MT/Year, from Bathinda to Sangrur project for the part passing through district Mansa, under the category code 17.0 [Oil and gas transportation pipeline (excluding pipeline covered under definition of isolated storage of hazardous chemical)] under green category as per CPCB new categorization dated 12.02.2025. The Details of the case are as under: • The project proponent has submitted the compliance report of previous Consent granted. • The Project Proponent (PP) has deposited an amount of respectively against the fixed assets of Rs. 1990.44/- lakhs. The fees are adequate for the period upto 31.03.2029. • The said pipeline will pass through 04 districts standing from Bathinda followed by Mansa, Barnala and Sangrur. The total length of pipeline covered in Mansa district is 13.590 km, pass through 03 no. villages i.e., Rarh-4, Akila-6 and Joga-8 in Distt. Mansa. • The project proponent mentioned that there will be no pumping station or machinery in the district Mansa and only underground pipeline has been laid. • It is pertinent to mention here that the project proponent has submitted an undertaking to the effect that the proposed pipeline from Bathinda to Sangrur is not passing through any Wild Life Sanctuary, National Park or Eco sensitive Zone. Hence, the project does not require Environmental clearance as per EIA Notification 2006 and its subsequent amendments. As such, considering the undertaking given by the project proponent, the project does not attract the provision of EIA notification dated 14.09.2006. The site of pipeline at Rarh-4, Akila-6 and Joga-8 villages was visited by Er. Harmanpreet Singh, AEE on 23.10.2025. During visit, it was found that the project proponent has completed the work of laying of pipeline at the site. The project proponent will not construct any building/office at the site due to which there will be no water and air pollution. No D.G. set will be installed by the project proponent. Therefore, it is recommended that Consent to Operate applied under the provisions of Water Act, 1974 and Air Act, 1981 may be granted to the industry for upto 31.03.2029 for operation of the laid pipeline for transportation of Whit Oil i.e. ( Motor Spirit, Superior Kerosene Oil & High Speed Diesel) @ 1485000 ltr through stretch of 13.590 km , which shall pass through villages Rarh-4, Akila-6 and Joga-8 in Distt. Mansa with suitable conditions and following additional conditions that: 1. The project proponent shall comply with the environmental safeguards, to the extent applicable, prescribed in the CPCB Standard Operating Procedure (SOP) for Petrol Depots dated 07.02.2025, issued by the Central Pollution Control Board, particularly with respect to general compliance, prevention of leakage, secondary containment, in case of leakage resulting in soil / ground water contamination, prevention of accidents, spill control, emergency response. 2. The industry shall compulsorily provide adequate Effluent Treatment Plant or Oil Water Separator to treat any effluent generated because of pipe cleaning or cleaning of storage area, contamination of storm water, any other effluent generating activity and shall ensure that the treated effluent complies with the prescribed standards. 3. The industry shall ensure take necessary steps to prevent entry of storm water to the storage area. In case storm water gets contaminated, there must be adequate arrangements for collection and treatment of storm water prior to its discharge. 4. Any major leakage/spillage occurring during the transportation shall be reported by industry to the concerned SPCB/ PCC, Petroleum and Explosive Safety Organization (PESO), Oil Industry Safety Directorate (OISD), Petroleum and Natural Gas Regulatory Board (PNGRB) and District Administration under intimation to CPCB within 24 hours of occurrence. 5. The project proponent shall ensure regular inspection and integrity monitoring of the underground pipeline and associated appurtenances. Any indication of leakage/seepage shall be immediately investigated and rectified, and the affected section shall be isolated forthwith. 6. In the event of accidental leakage/spillage, the project proponent shall immediately contain the spill, prevent migration to soil/groundwater, carry out recovery and remediation, and inform the concerned authorities without delay. 7. Any oil-contaminated material generated during maintenance or spill response (including contaminated soil, absorbents, rags, sludge, filters) shall be handled and disposed of through authorized handlers strictly in accordance with the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 8. The project proponent shall ensure that operation of the pipeline does not cause contamination of soil or groundwater. Periodic right-of-way inspections shall be carried out and records maintained. 9. Records of inspections, maintenance, incidents, waste disposal, and corrective actions shall be maintained and produced to the Board as and when required. 10. No pumping station, DG set, storage facility, building, or any activity generating wastewater, air emissions, hazardous waste, noise, or plastic waste shall be undertaken within the jurisdiction without prior consent of the Board. 11. The project proponent shall comply at all times with directions issued by the Central Pollution Control Board, the Punjab Pollution Control Board, and other statutory authorities, including safety and operational standards issued by the Petroleum and Natural Gas Regulatory Board, wherever applicable. 12. The Consent to Operate is granted by the Board from the pollution control angle only. The Project Proponent shall obtain necessary statutory clearances from other concerned departments for operation of the pipeline. 13. The project proponent shall ensure that there is no pollution / nuisance in the vicinity with the operation of the pipeline. Category: Green/Large Competency: Chief Environmental Engineer, Bathinda.
