The project proponent was granted Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2025/28597600 dated 30.06.2025, valid till 30.09.2029 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2025/28597468 dated 30.06.2025, valid till 30.09.2029 with certain conditions.

Fee details
The project proponent has submitted CA certificate with the value of fixed assets of Rs. 1.61 crore. After including the amount of lease deed and building cost, the total fixed assets is Rs. 1.83 crore. The project proponent has deposited Rs. 54,000/- vide R no. 520059560 dated 31.03.2026 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 65,300/- vide R no. 852821266 dated 31.03.2026 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of NOC regularization fee, the consent fee adequate till 31.12.2030.
Site Suitability
The project proponent has submitted land use classification certificate issued by DTP vide no. 202 dated 10.02.2025 that the Khasra no. 65//18(7-4) and 23(6-12) falls under the FEZ zone.
The project proponent has submitted distance certificate issued by Naib Tehsildar, Zirakpur vide no. 1810 dated 11.03.2026 as under:
1) ਉਕਤ ਸਾਈਟ ਦਾ ਰਕਬਾ ਸ਼ਹਿਰ ਜਾਂ ਕਸਬੇ ਤੋਂ ਲਗਭਗ 3-4 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਪਰ ਹੈ।
2) ਉਕਤ ਸਾਈਟ ਦਾ ਰਕਬਾ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ ਤੋਂ ਲਗਭਗ 1 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਪਰ ਹੈ।
3) ਉਕਤ ਸਾਈਟ ਦਾ ਰਕਬਾ ਰਾਸ਼ਟਰੀ ਅਤੇ ਰਾਜ ਮਾਰਗ ਤੋਂ ਲਗਭਗ 5 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਪਰ ਹੈ।
4) ਉਕਤ ਸਾਈਟ ਦਾ ਰਕਬਾ ਸਿਖਿਆ ਸੰਸਥਾਵਾਂ ਤੋਂ ਲਗਭਗ 1 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਪਰ ਹੈ।
5) ਉਕਤ ਸਾਈਟ ਦੇ 1 ਕਿਲੋਮੀਟਰ ਦੇ ਦਾਇਰੇ ਵਿੱਚ ਕੋਈ ਹਸਪਤਾਲ ਕੋਰਟ ਜਾਂ ਕੋਈ ਘੁੰਮਣ ਵਾਲੀ ਥਾਂ ਨਹੀਂ ਹੈ।
The project proponent has submitted water & Air pollution details as under:
Trade Effluent
There is no trade effluent generation from the process.
Domestic Effluent
There is a generation of domestic effluent @ 0.4KLD, which will be discharged onto land for plantation after treatment in septic tank.
Air Pollution
There is stack of hot mix plant. We have provided Water scrubber to control the emissions with stack of suitable height and provide port hole for analysis as per norms.
There is a stack of batch mix plant. We have provided bag house filter along with water scrubber to control the emissions with suitable stack height and provide port hole for analysis as per norms.
Documents – Rent deed, Building plan
The project proponent has submitted rent agreement made on 08.01.2025 between Mr. Jaspreet Singh and Mrs. Babita for Khasra no. 65//18(7-4), 65//23(6-12).
The project proponent has submitted approved site plan from the competent person under Factory Act.
Manufacturing process
The project proponent has submitted manufacturing process as under:
Crushed stone aggregates – Screening – Filling of bins – Heating & Mixing – Bitumen Coating – Loading – Transportation to site.
Visit
The site was visited by the undersigned on 01.04.2026 and during visit it was observed as under:
1. The industry has installed one drum type HMP and one no. new batch mix type hot mix plant in its premises. The industry has not yet commissioned the new batch type HMP. During visit the industry was not in operation.
2. The industry has provided water scrubber as APCD alongwith stack of adequate height for discharge of emissions with the drum type HMP. The industry has provided bag filter as APCD with batch mix plant along with adequate stack height and sampling arrangement.
3. The industry has provided 02 no. bitumen heaters in its premises with adequate stack height.
4. The unit has provided centralized control panel for presetting/controlling/synchronizing plant operations of the hot mix plant.
5. The industry has installed 02 no. DG sets of capacity 30 KVA & 160 KVA, which is equipped with canopy and stack of adequate height.
6. The roads inside the hot mix plant have been partially stabilized with stone aggregates for vehicular movement. The industry has provided water tanker for suppression of dust emissions generated from movement area.
7. The industry has provided plantation along the boundary.
8. The industry has constructed septic tank in its premises, after passing through which domestic effluent shall be used onto land for plantation within premises.
9. The comments with regard to each parameter are given below:

0.5 km from habitation The site is at a distance of more than 1 km from residential colonies. There is no 15 pucca house within 500 mtr distance from the site.
0.5 km from Schools or Colleges and temples The site is at a distance of more than 1 km from Educational Institute There is no college and temple within 500 mtr distance from the site. There is a NRI public school near to the industry pure and cure Sundra. The distance of building block of said school is more than 500 mtr from the stacks of drum type and batch type hot mix plants. The playground of the school is located within 500 mtr distance from the stack.
1 km from Hospital, court and tourist spot The site is at a distance of more than 1 Km from Hospital, court and tourist spot limits. The site is at a distance of more than 1 Km from Hospital, court and tourist spot limits.
Recommendations
In view of above, it is recommended that the ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2030 with suitable and additional conditions.
1. The HMP shall be abided Guidelines prescribed for new Hot Mix Plant as per siting guidelines vide dated 18.05.2023.
