File Note: Background The project proponent was granted varied Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2025/29645000 dated 24.09.2025 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2025/29644831 dated 24.09.2025. Raw Material Aggregates @ 580 Metric Tonnes/Day, Bitumen @ 30 Metric Tonnes/Day, Cement @ 40 Metric Tonnes/Day, Sand @110 Metric Tonnes/Day and Fly Ash @17 Metric Tonnes/Day Product Premix @450 Metric Tonnes/Day and Ready-Mix Concrete @ 30 m3/h Special condition 1. The industry shall submit bank guarantee amounting to Rs 3.0 lakhs, in Regional office, SAS Nagar, within one week. 2. The industry shall install minimum 6 metre high compound wall of GI sheets along plot periphery, before starting the operation of the unit at its site. 3. The industry shall comply with the new guidelines issued by the Ministry of Environment, Forest and Climate Change vide notification dated 18.05.2023 for Hot mix plant, at all times. 4. The industry shall ensure that no black smoke is emitted from the stack of the industrial unit, at any point of time. In compliance of condition, the project proponent has deposited bank guarantee amounting to Rs. 3 lakh vide bearing no. 035GT02252740016 dated 01.10.2025, valid till 30.09.2026. The Board has issued direction u/s 33-A of the Water (Prevention & control of Pollution) Act, 1974 and 31-A of the Air (Prevention & Control of Pollution) Act, 1981 to PSPCL Authority to retore the supply of electricity to the industry on temporary basis. “That the authorities concerned shall restore the supply of electricity to subject cited industry temporary upto six months i.e. 23.03.2026, with immediate effect” Present status Now, the project proponent has applied renewal of Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite document Raw Material Aggregates @ 580 Metric Tonnes/Day, Bitumen @ 30 Metric Tonnes/Day, Cement @ 40 Metric Tonnes/Day, Sand @110 Metric Tonnes/Day and Fly Ash @17 Metric Tonnes/Day Product Premix @450 Metric Tonnes/Day and Ready-Mix Concrete @ 30 m3/h Fee details The project proponent has submitted CA certificate with the value of fixed assets of Rs. 89.95 lakh. The project proponent has deposited Rs. 19,100/- vide UTR no. HDFCN52025090245275448 dated 02.09.2025 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 16,800/- vide UTR no. HDFCN52025090245275445 dated 02.09.2025 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of NOC regularization fee, the consent fee under the Water Act, 1974 and Air Act, 1981is adequate upto 30.09.2030. Emission sample The stack emission sample was collected from Port hole on common Stack after APCD Attached with Hot Mix Plant-Batch Type on 12.12.2025 and the results of the same is as under: Particulate Matter – 98 mg/Nm3 The results are within the prescribed limit of the Board. Visit To verify the complaint, the hot mix plant was visited by officer of this office no. 17.03.2026 and during visit it was observed as under: 1. The HMP and RMC was not in operation during the visit. 2. The HMP has installed bag house filter as APCD. The industry has provided stack of adequate height with sampling arrangements with the HMP plant. 3. The HMP is providing GI sheet along the 2 sides of the boundary wall and the representative of the HMP informed that the GI sheet of requisite height will be completed in a period of one month. 4. The HMP has provided stack and sampling provisions with the bitumen heater installed within its premises. 5. The HMP has installed a plant having centralized control panel / cabin. 6. The HMP has provided water tanker for suppression of dust emissions generated from movement area. 7. The HMP has provided septic tank for treatment of domestic effluent. 8. The HMP has provided partial plantation along the boundary. The HMP has provided new sapling along the boundary. 9. The HMP has provided sprinkler for suppression of dust emissions. 10. The HMP has installed 3 no. DG sets with canopy and adequate stack height. 11. The HMP has installed environmental data board at its entrance. Recommendation In view of above, it is recommended as under: 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period of six months with suitable and additional conditions as under: i. The industry shall comply with the new guidelines issued by the Ministry of Environment, Forest and Climate Change vide notification dated 18.05.2023 for Hot mix plant. ii. The industry shall complete the installation of minimum 6-metre-high compound wall of GI sheets along plot periphery within a period of 1 month. 2. Directions issued to the industry may be restored for a further period of six months electric connection for six months *Competency – Worthy Chairperson of the Board
