File Note: To verify the facts, the industry was visited by the officer of this office on 12.03.2026 and it was observed as under: - 1. The industry was in operation during visit and engaged in the process of dyeing and washing of cloth. 2. The industry has installed machinery i.e. 2 no. soft flow of capacity 300 kg, 4 no. of capacity 450 kg, 1 no. of capacity 900 kg, 1 no. of capacity 600 kg, 1 no. of capacity 150 kg. 3. The industry has submitted the bank details and paid total advance of Rs. 10 lakh on dt 12.03.2025 to the Northman Enterprises through RTGS vide Chq./Ref. No. HDFCR52025031299056308. 4. As per the PERT chart submitted by the industry, the installation of effluent storage tank by 30.08.2025, MBR tank and RO storage by 30.11.2025. however, the commissioning of the plant by 31.12.2025. The industry has installed effluent storage tank and as informed by the industry. No progress was observed at site. However, the industry has failed to meet the timelines given in the PERT chart. 5. The industry has failed to deposit the Bank Guarantee of Rs. 05 lakh as an assurance for successful completion, stabilization and commissioning of ZLD plant by 31.12.2025 in compliance to decision no. 2 of the personal hearing given before the worthy Chairperson of the Board on 11.11.2025. 6. The industry has failed to submit the progress with respect to the up gradation of ETP to ZLD technology along with the photographs as per the timelines given in the revised PERT chart in compliance to decision no. 3 of the personal hearing. 7. The existing ETP of the industry was in operation at the time of visit and the treated effluent was being discharged into the sewer in compliance to decision no. 4 of the personal hearing. 8. In compliance to the personal hearing decisions given by the worthy Chairperson vide letter no. 5539-40 dated 19.11.2025, the observations are as follows: a. The industry shall ensure successful completion, stabilization and commissioning of ZLD based wastewater treatment plant by 31.12.2025 and shall submit the revised PERT chart of activities to be carried out for the same, within 07 days positively. b. The industry shall submit a Bank Guarantee of Rs. 05 lakh within 07 days as an assurance for successful completion, stabilization and commissioning of ZLD plant by 31.12.2025. c. The industry will submit the progress with respect to the up-gradation of ETP to ZLD technology after every 15 days alongwith the photographs and expenditure details viz-aviz the timelines to be given in the revised PERT chart as above in decision no. 1, to the Regional Office-1, Ludhiana and Zonal Office-1, Ludhiana and through e-mail (ppcbro1@yahoo.com and ppcbzo1ldh@gmail.com). d. The industry till the installation of the ZLD shall continue to operate its existing conventional effluent treatment systems and ensure that the treated effluent shall conform to the standards prescribed for such disposals. e. In case, the industry failed to provide ZLD plant and stop the industrial effluent discharge into public sewer by 31.12.2025, in compliance to the State Govt. directions dated 10.10.2019, the Board reserves the right to take coercive actions against the industry as deemed fit and as proposed in the notice. f. Environmental Engineer, Regional Office-1, Ludhiana shall monitor the installation work of ZLD system regularly as per revised PERT chart to be submitted by the industry and submit his report / recommendations for further action in the matter. It is pertinent to mention here that an O.A. no. 284 of 2025 titled as “INDUSTRIAL AREA-A DYERS ASSOCIATION VS STATE OF PUNJAB AND ORS.” has been filed before the Hon’ble National Green Tribunal, New Delhi. The next date of hearing is fixed for 14.07.2026. The above said industry has separately filed an Appeal No. 06 of 2026 titled as AZEEZ FABRICS PRIVATE LIMITED v/s PUNJAB POLLUTON CONTROL BOARD AND ORS. before the Hon’ble National Green Tribunal, New Delhi. Hon’ble Court pleased to pass an order dated 10.02.2026 in which it is stated that: 5. Having regard to the issue of parity the respondents are restrained from taking coercive steps in pursuance to the impugned order in the meanwhile, subject to compliance of the environmental norms and clearance conditions. Further, the Board has filed replies in the Hon’ble NGT matter is listed for hearing on 02.04.2026. Submitted for consideration as uniform decision for such type of unit is under consideration with the competent authority, please.
